The Management Analyst 2 provides varied, complex, and confidential office administrative support to the Chief Administrative Officer (CAO), handles confidential materials, and conducts special projects.  This position acts as the first point of contact for the CAO and provides information to the public and staff requiring considerable knowledge of county and department services, policies, and procedures.  The Management Analyst 2 performs technical support work related to the responsibilities of the CAO and identifies and performs complex analysis of data and processes documents. This work requires excellent writing and organizational skills, advanced level skill in using computer programs such as Microsoft Office to produce, integrate, and maintain presentations and documents while performing with frequent interruptions or distractions.

GENERAL STATEMENT OF DUTIES

Perform complex management analysis and coordination activities that have department or countywide scope and impact with significant community involvement, including program research and development, forming and chairing special task forces and committees involving the county and members of the community, and coordinating and administering a variety of special programs.

SUPERVISION RECEIVED

Works under the general direction of a department head or designee, with additional recommendations from teams, task forces and committees.

SUPERVISION EXERCISED

May provide leadership and direction to clerical or professional staff in relation to special projects or assignments.

  • Provide complex administrative support, management, research, and analytic duties utilizing a high degree of independent judgment on a variety of topics and issues. Facilitate support of department work sessions, executive sessions, or other committee assistance as assigned. Duties may include issue briefs, public notices, agendas, minutes, research and development, written reports, strategic planning, legislative assistance, formal board presentations, writing and presenting policies and procedures, and providing evening assistance with presentations and community town halls.

  • Manage and maintain multiple calendars, scheduling of meetings and events. Respond to correspondence. Create, compose, and edit a variety of materials including detailed and confidential items, statistical reports, infographics, independently, from rough draft, handwritten copy, verbal instruction, or compiling other sourced materials; proofread for accuracy, completeness, compliance with departmental policies, format, and English usage, including grammar, punctuation, and spelling. Maintain and develop administrative, confidential, reference, and follow-up files and records.

  • Responsible for staffing boards, commissions and all related subcommittees as requested, partnering with the Volunteer Services Coordinator.

  • Participate in local, regional, and state organizations, commissions, task forces and associations to promote and coordinate intergovernmental legislative action, programs, and goals; monitor, assess, and report county impacts of proposed ordinances.

  • Responsible for managing and briefing on the Title III federal grant processes and reporting.

  • Work on projects.

  • Perform other duties as assigned.

EXPERIENCE AND TRAINING

  • Bachelor's degree in public or business administration, political science, communication, accounting, economics, or related field; AND
  • Four years of responsible experience including independent research, design and methodology, management analysis, and facilitating group process; OR
  • Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.

SPECIAL REQUIREMENTS

  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.   • The finalist for this position will be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position.

  • This assignment is not represented by a union.

  • This is a full-time position, which is not eligible for overtime.

  • Typical Work Schedule: Monday through Friday, days, with flexibility depending upon the needs of the department and program.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of the principles and practices of public administration, and of the principles of sound organization and management; financial principles and practices in local government, and of budget preparation and administration techniques; organizational processes and design; principles and practices of statistical analysis and data collection.

Ability to research and analyze issues and procedures; prepare and present recommendations on complex issues, and to illustrate policy and fiscal impact of alternative decisions; prepare a budget and to evaluate budgetary requests; conduct and evaluate surveys and special studies; evaluate program or department operations and performance; establish and maintain positive working relationships with coworkers and the public; lead and direct, and participate in training and evaluating personnel.

Skill in applying the principles and techniques involved in performing management improvement studies; coordinating and facilitating group process, and in communicating effectively in both oral and written form; making formal presentations before large groups; applying statistical techniques to research and administrative studies.
