This position functions as an Employee Relations Officer for the Department of Human Services (DHS); reviews grievances and disciplinary appeals on behalf of the Secretary; represents management's position in further appeals and acts as a resource to both management and employees on employee relations issues; assists in the resolution of employment disputes so that time and energy can be more efficiently used to assist people in economic need, increase prevention efforts and protect vulnerable children and adults.

This position performs as hearing officer for grievances or disciplinary actions that have been appealed to the Secretary of DHS; confers with the employee and writes decisions on behalf of the Secretary of DHS, subject to approval by Manager, based upon State law and regulations and departmental policies; advises all levels of management and non-supervisory staff at DHS regarding proper interpretation and application of the State's personnel laws and regulations and departmental policies; represents DHS at the Department of Budget and Management (DBM) settlement conferences in an attempt to resolve appeals of employee grievances and disciplinary actions by evaluating and reviewing with the appointing authority the nature of the appeal, the employment record, and the positive effects of any potential settlement.

This position will be required to travel across the state.

EDUCATION: A Bachelor's degree from an accredited college or university

EXPERIENCE: Three years of professional experience in employee or labor relations, of which one year must include representing management before an administrative law judge in hearings at the Office of Administrative Hearings, or similar adjudicatory setting, that involves all types of grievance and disciplinary appeal cases, including terminations, on a regular and recurring basis.


Possession of a Juris Doctor (J.D.) degree from an accredited law school may be substituted for the required experience.

Experience in Employee Relations

Coursework from an accredited college or university in Employment Law or Labor Law or Administrative Law

Excellent Writing Skills

Excellent Communication skills

1.Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.
2.Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

JOB REQUIREMENTS 1.Bachelor's Degree required in Allied Human Services, Social Work, Early Childhood Education or Human Development with experience in home visiting, counseling, working with families with young children and/or advocacy (preferred) or have, within eighteen months of hire, at a minimum, a credential or certification in social work, human services, family services, counseling or a related field (minimum). a.90 Hour Child Care Certification and 45 Hour Infant-Toddler certificates preferred but must be willing to get certification within six (6) months of hire. 2.Have current medical evaluation, including a tuberculosis (TB) screen within six months before the individual begins work in the Center. 3.At least two (2) years' experience in the human services field. 4.Case management or related experience. 5.Experience conducting outreach/recruitment and presentations. 6.Experience working with low-income families, youth, survivors of domestic violence, populations impacted by substance abuse, mental illness, and HIV/AIDS and other diverse communities. 7.Have knowledge of substance abuse and domestic violence, and its effect on families. 8.Experience documenting client services in paper files and online databases. 9.Knowledge of community resources for low-income families in Baltimore City. 10.Computer literate - experience with MS Office Suite. 11.Certification in CPR and First Aid required within six (6) months of hire. 12.Effective oral and written communication skills. 13.Ability to work flexible schedule (i.e. weekends, evening, holidays) 14.Must have own transportation, possess valid Maryland Driver's License and current car insurance on their vehicle and have ability to travel extensively in Baltimore City and Baltimore County.
