Under direct supervision, learns and performs a variety of general maintenance and light construction activities related to a wide variety of duties in the area of public works maintenance, including landscaping, pruning, trimming, mowing, painting, and other general maintenance work.

This position reports directly to the Public Works Supervisor, and will receive technical and functional direction from a Lead Maintenance Specialist or other operations employees.

This is the entry-level class in the maintenance series that performs and learns basic maintenance tasks required to ensure City infrastructure, systems, and/or facilities to which the employee is assigned are maintained in a safe and effective working condition and provide the highest level of safety for public use. This class is distinguished from the Maintenance Specialist in that the latter performs more complex work requiring additional knowledge, skills, licenses, and certifications.

Responsibilities

ESSENTIAL JOB FUNCTIONS

The following tasks are representative and not to be considered all inclusive.

  • Performs general labor activities that supports installation, repair and maintenance of landscaping and street, sewer, storm, water, and/or building infrastructure.

  • Operates hand and light-duty construction tools and equipment such as high pressure hose, concrete saw, mowers, chain saw, string trimmer, leaf blower and other equipment as needed.

  • Trims bushes and removes weeds, litter, and other hindrances from public right of way, roadways and facility grounds.

  • Mitigates public hazards related to ice and snow during inclement weather events.

  • Places and removes barricades, flags and directs traffic, and performs other support services to construction and maintenance sites.

  • Maintains streets and right of ways to ensure safe and efficient access for the public including installation and repair of pavement markings, street signs and posts and excavating, replacing, patching or sealing pavement.

  • Operates a pickup truck, passenger vehicle or smaller automotive equipment and may transport tools, materials, and debris.

  • Assists with construction, cleaning and repair of water, storm, and sewer systems including drains, ditches, catch basins, pipes, meters, valves, fire hydrants and equipment.

  • Learns to and participates in repairing irrigation leaks including cutting pipe, repairing valves, tapping mains, and installing branch laterals.

  • Learns to operate specialized equipment such as a vactor truck and close circuit television, to inspect, clean, construct and maintain storm and sewer pipelines, ditches, catch basins, lateral lines, and manholes. Maintain records on work progress.

  • Responds to and records completed daily tasks in the City's asset management system.

  • Provides event support, including set up, take down, pick up and clean up for meetings, community gatherings, Adopt a Road, and Banner programs.

  • Performs other duties as assigned that support the overall objective of the position.

  • Set up traffic control devices and perform flagging functions in work zones; ensure a safe working environment according to established safety guidelines.

  • Operate equipment necessary to perform work.

Equipment Operation and Maintenance

  • Safely operates equipment necessary to perform work.

  • Perform routine inspection and maintenance necessary for the efficient and safe operation of the equipment(safety inspection, grease and oil, hydraulic systems, etc.)

  • Report problems and coordinate the repair of equipment with the Fleet Services Division personnel

Department Organization

  • Communicate with other department employees to effectively and efficiently coordinate work program

  • Communicate with employees from other departments and agencies in order to coordinate and implement thework program

  • Communicate with members of the general public in order to coordinate work programs and provideappropriate information about the city activities

Public Interaction

  • Respond to questions from the public about City programs, facilities, and schedules

  • Provide direction to the public concerning safety issues related to the use of City facilities

  • Provide assistance in user conflict situations

Qualifications

Education: High school diploma or GED.

Experience: One (1) year of experience or vocational training in landscape construction and maintenance; or general construction or maintenance; or infrastructure construction or maintenance; or equivalent combination of education and experience.

Required Certifications/Licenses: Valid Driver License; Flagging Certificate; Cave-in Protection/Competent Person/Confined Space; CPR/First Aid and AED Certification; Must possess these certifications/licenses at time of hire or have the ability to obtain within six months of hire.

Desired but not required:Oregon Commercial Drivers License; Public Pesticide Applicator License

Knowledge, Skills, & Abilities

  • Ability to perform basic construction, modification, maintenance, and repair work of infrastructure and landscapes.

  • Knowledge of basic maintenance principles, practices, tools, and materials for maintaining and repairing infrastructure or landscape , and other related facilities and properties.

  • Knowledge of the operation and minor maintenance of a variety of hand and power tools, vehicles, and power equipment.

  • Knowledge of traffic control procedures and traffic sign regulations.

  • Knowledge of applicable Federal, State, and local laws, codes, and regulations.

  • Knowledge of safety equipment and practices related to the work.

  • Knowledge of safe driving rules and practices.

  • Knowledge of record keeping principles and procedures.

  • Knowledge of computer software related to position.

  • Knowledge of techniques for providing a high level of customer service to public and City staff, in person and over the telephone.

  • Ability to operate specialized maintenance and repair equipment related to the area of assignment.

  • Ability to set up and operate traffic area construction zones, including cones, barricades, and flagging.

  • Ability to troubleshoot maintenance problems and determine materials and supplies required for repair.

  • Ability to perform routine equipment maintenance.

  • Ability to maintain accurate logs, records, and basic written records of work performed.

  • Ability to follow department policies and procedures related to assigned duties.

  • Ability to understand and follow oral and written instructions.

  • Ability to comprehend and use English effectively including producing all forms of communication in a clear, concise and understandable manner to intended audiences.

Additional Information

Work Environment:Work is mainly performed outdoors regardless of weather conditions. Fieldwork may occur in developed areas as well as active construction zones, including rights-of-way. The responsibilities of the position frequently place the employee in close proximity to heavy construction equipment, open excavations, uneven terrain, and paving projects. Incumbent may be required to work in extreme weather conditions, utilize chemicals, and work in active traffic zones.

Physical Requirements:Must possess mobility to work in the field; strength, stamina, and mobility to perform medium to heavy physical work, to work in confined spaces, around machines, and to climb and descend ladders, and operate varied hand and power tools and construction equipment; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work sites. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 75 pounds and heavier weights with the use of proper equipment.

Cognitive Functions:Work is initially performed under close supervision, while incumbents with basic maintenance experience learn city infrastructure, systems, and facilities, use of tools and equipment, and a wide variety of practices and procedures. As experience is gained, assignments become increasingly varied and are performed with greater independence.

Tools/Equipment Used:Mowers, tractors with attachments, aerator, sweeper, top dresser, rototiller, box scraper, backhoes, utility vehicles, string trimmers, chainsaws, hedge trimmers, generators, compressors, trailer mounted vacuum, excavator, concrete saw, chipper, bucket truck, man lift, scissor lift, torch, blowers, infield groomer, and various hand tools. Incumbents will also need basic computer, and other general office equipment, skills.
