Job Summary:

Under differing degrees of supervision, depending upon level, performs a variety of skilled or semi-skilled tasks in the construction, maintenance, and servicing of City streets, sewers, parks, trees, cultivated areas, facilities, equipment, and rights of way; performs related duties as required.

This is the Journey level class in the Maintenance Worker series. Incumbents are expected to perform assigned activities without detailed instructions as to specific procedures to be followed.

Examples of Duties

Essential Functions:

  • Sets forms, pours, and finishes concrete and rakes asphalt in the construction, maintenance, and repair of streets, curbs, gutters, driveways, alleys, and sidewalks.

  • Operates light vehicles such as pickups, specialized vehicles and light equipment.

  • Plants and transplants flowers, bulbs, shrubs, and trees; prunes and sprays shrubs and trees; waters and fertilizes turf; operates gang mowers to cut grass.

  • Installs and repairs water lines, valves, water meters, fire hydrants, pipe lines, sprinkler systems.

  • Performs preventive maintenance and makes minor repairs on City buildings and facilities requiring some skill in carpentry, painting, plumbing, and routine electrical maintenance; sweeps, mops, buffs, and waxes floors; stocks restrooms with supplies; and performs other related custodial functions.

  • Excavates for sewer main and manhole installations or repairs, braces trenches, lays pipe, fills in ditches, operates and maintains pumping facilities at sewer well and storm drain lift stations; opens clogged storm drains; sets and takes reading of flow meters in manholes, and performs preventive maintenance on pumps and motors.

  • Answers emergency calls from the public and other agencies taking appropriate action such as placing barricades, removing fallen trees and limbs, replacing street signs and emergency patching of streets, water and sewer lines.

Typical Qualifications

Required Knowledge and Ability:

Working knowledge of common tools and equipment used in construction and maintenance work; basic safety precautions and procedures. Ability to perform strenuous tasks, often for extended periods and/or adverse climatic conditions; understand and follow verbal and written instructions; work safely and efficiently; deal tactfully with the public.

Experience:

Maintenance Worker II: One year of experience and satisfactory job performance as a Maintenance Worker I or two years of experience in general facility, grounds, or construction maintenance.

Physical Requirements:

Incumbents must be able to perform heavy manual work associated with maintenance work which includes lifting objects weighing more than 50 pounds; requires lifting, bending, climbing, walking, and digging; moderate exposure to dust, temperature, noise and inclement weather; occasional exposure to hazardous work conditions; some exposure to irritating chemicals and heights.

Other / Special Requirements:

License: Possession of a valid Class C California driver's license, and a satisfactory driving record. Some assignments require a Class A driver's license.

HOLIDAYS- All Maintenance & Crafts employees receive sixty (60) fixed holiday hours per year, including (40) floating personal leave hours. Additionally, majority of all City Departments, except Police and Fire, will be closed each year from December 24th to January 1st.

VACATION- All full-time employees accrue 80 vacation hours per year, and at five years, they receive 120 hours.

SICK LEAVE- Eight hours per month accrued by full-time employees for sick leave. There is unlimited accumulation, and the City has an annual payoff plan for unused sick leave, plus a payoff plan upon termination.

HEALTH INSURANCE - The City's contribution to medical premiums for all new unit employees hired on or after July 1, 2018 shall be capped in accordance with the following schedule.

Family: $1,250/ month

2-Party: $950/ month

Single: $550/ month

DENTAL PROGRAM- A dental program is offered to all employees at group rates. The City contributes up to $62.23 per month towards premiums.

VISION PLAN - City-paid vision plan for employees only. An employee may enroll eligible dependents at his/hers cost.

LIFE INSURANCE - The City will provide a term life insurance amount equal to the employee's annual salary or $50,000, whichever is greater for active employees.

LONG-TERM DISABILITY PLAN- The City covers the entire cost for this premium. There is a 6-month waiting period before an employee is eligible, and the plan covers up to a maximum of 60% of the employee's gross salary up to the age of 65.

STATE DISABILITY INSURANCE - All general employees are covered by this insurance and employee pays premium.

RETIREMENT - The City 100% of the employer cost. Employees pay the full employee cost (8%) of the retirement contribution to the Public Employees' Retirement System. The PERS retirement is "2% at 60 formula formulas are as follows:

2%@62 - "New Member" as defined by the Public Employees' Pension Reform Act of 2013, hired on or after 01/01/13;

2%@60 - "Classic Member" hired between 01/01/11 and 01/01/13 or having reciprocity with another PERS agency;

2.5%@55 - West Covina Employees hired prior to 01/01/11.

Reference Maintenance and Crafts MOU for retirement benefit formula option. " Options include single highest year, military buyback service credit and service credit for unused sick leave. The City does not participate in Social Security.

RETIREMENT HEALTH SAVINGS PLAN - City and employee contributions.

SAFETY BOOT ALLOWANCE - Unit employees shall be eligible to redeem up to $400 per calendar year (January 1- December 31) for purchase of safety boots.

TUITION REIMBURSEMENT - The City provides a tuition reimbursement program for all regular full-time employees for continuing job-related education.

BEREAVEMENT LEAVE - Up to 40 hours per occurrence per the Memorandum of Understanding (MOU).

BILINGUAL ALLOWANCE - Eligible employees receive $100 per month.

SECTION 125 - The City has established a program consistent with Section 125 of the IRS Code, which enables employees to voluntarily use pre-tax earnings for medical, dental, and dependent care expenses.

EMPLOYEE ASSISTANCE PROGRAM - As an employee, you and your eligible dependents are entitled to receive Employee Assistance Program (EAP) services.
