WORK OBJECTIVE

EMERGENCY STATUS*: REQUIRED TO REPORT

[*IF REQUIRED TO REPORT: Must report to work for duty outside normally scheduled work hours in response to natural disasters, emergencies, or critical incidents as determined by City Administration.]

Performs semiskilled work on a variety of construction, maintenance and repair projects; operates equipment in connection with tasks; does related work as required. Work is performed under regular supervision.

ESSENTIAL FUNCTIONS

The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. It is not necessarily descriptive of any one position in the class. The omission of an essential function does not preclude management from assigning duties not listed herein if such duties are a logical assignment to the position.

Performs a variety of semiskilled tasks in the construction, maintenance, and repair of assigned facilities including parks, landscape, drain ways, buildings, sidewalks, streets, and storm water infrastructure.

Installs, repairs, and maintains drainage facilities, irrigation systems, and park facilities.

Pours and finishes concrete; grades area, sets forms, and grinds concrete trip hazards.

Maintains City buildings; does minor plumbing, carpentry, electrical work; paints buildings, benches, and tables; patches asphalt, and grades ditches.

Installs, repairs, and maintains fences, landscaping, sod drainage facilities, street signs, walkways, and other public-use areas.

Mows and maintains grounds of assigned area, maintains and prepares fields, and repairs equipment.

Ensures grounds, Right of Ways, and/or facilities are free from debris, restrooms are clean and adequately supplied, and trash is emptied.

Assembles and uses small tools and material required for assigned tasks.

Operates dump truck, tractor, mowers, backhoe, and various other equipment and hand tools in performance of tasks.

Serves as essential personnel during special events, natural or man-made disasters, and emergencies.

Performs related tasks as required.

MINIMUM QUALIFICATIONS

Must be a minimum of 18 years of age. Requires three months of experience in grounds keeping, landscaping and/or irrigation or closely-related experience.

Requires a valid driver's license (must obtain Florida driver license within thirty (30) days of employment).

Valid Commercial Driver License and experience in construction, highway/street maintenance, landscaping, and/or irrigation is preferred.

This is a professional and administrative position assisting the Public Works Department with revenue and expenditure projection management, benchmarking, forecasting, tracking capital projects, and general accounting. Incumbent will act individually or in a team to facilitate financial oversight of department services. Projects assigned will require independent judgment and business familiarity with the City's overall operation and its policies/procedures. This position reports to the Operational Resources Manager. The successful individual may act as a liaison for Public Works with the Finance Department. Assists in coordinating the preparation of the annual budget and Capital Improvements Program. Prepares and submits budget amendments when required and budget carry-forward requests at year-end. Assists in preparing studies to critically evaluate information related to operational analysis. Gathers information, conducts research, prepares reports, and investigates financial records for the public and City staff concerning management, billing, expenses, and other budget issues. Analyzes monthly, quarterly, and mid-year budget status, and identifies deficits or surpluses. Verifies available funds and seeks solutions with budgeted funding for purchase requisitions; assists in developing annual and long-range revenue and expenditure projections. Monitors all budget changes/amendments, and prepares updates to budget records accordingly. Coordinates and prepares information required to ensure funding sources for routine and special projects as directed. Assists with special projects to include Public Works' annual goals, performance measures, and benchmarking. May conduct financial presentations to the City Council and the public as directed. Prepares mid-year and year-end budget amendments for Public Works. Provides administrative support to the Public Works Department in the areas of budgeting, analyses, actual revenues and/or expenditures, etc. Performs related duties as required. MINIMUM QUALIFICATIONS Requires a Bachelor's Degree in Public Administration, Accounting, Finance, Business Administration or a closely-related field and a minimum of four years of financial or budget analysis experience. Applicants with this experience in the public sector will be given preference. A valid Florida Driver License will be required within thirty (30) days of employment. An equivalent combination of education, training, and experience may be considered.
