This technical and supervisory position is responsible for the installation, maintenance and repair of mechanical systems and equipment throughout the Division of Solid Waste & Recycling. Supervision is received from Landfill Operations Supervisor, Deputy Director and Division Director.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES
Monitor building and project budgets, assist with department budget process
Prepare and/or assist with price proposals (RFPs or IFBs) for procurement of materials and or services
Prepare and/or assist with providing cost estimates for repairs, installation and maintenance of mechanical systems
Oversee the maintenance and repair of mechanical systems insuring that work complies with OSHA and MOSH safety guidelines
Work with, monitor and supervise the work of outside contractors as necessary
Inspect jobs and estimate the amount and type of materials needed
Coordinate building projects around various schedules
Apply for building permits and coordinate inspections when required
Perform work in accordance with the Preventive Maintenance Program; implement and maintain preventive maintenance procedures on facilities equipment and structures
Perform maintenance, repair and maintain proper operation of mechanical systems
Assist with establishing and or modifying a preventive maintenance program for mechanical equipment
Respond to maintenance and construction issues as they arise
Inspect, repair and certify building mechanical systems
As needed, drive County vehicle to worksites
Perform other related duties as required

QUALIFICATIONS AND REQUIREMENTS

High school or vocational school graduation, or the equivalent
Possession of a valid automobile operator's license
ADDITIONAL MAINTENANCE TECHNICIAN III REQUIREMENTS ($25.21 per hour):
Minimum 5 years ofwork experience in the installation and maintenance of a mechanical trade
Possession of a current Maryland State Journeyman license
ADDITIONAL MAINTENANCE TECHNICIAN IV REQUIREMENTS ($28.86 per hour):
Minimum 7 years of work experience in the installation and maintenance of a mechanical trade
Possession of a current Maryland State Master license
KNOWLEDGE / SKILLS / ABILITIES:
Ability to maintain County Authorized Driver privileges
Considerable knowledge of the methods and techniques, materials, tools and equipment used in the installation and repair of mechanical systems
Knowledge of local, state and federal building codes, including IBC and NFPA guidelines
Knowledge of construction practices and methods used for mechanical installations and replacements
Working knowledge of materials, methods, tools and techniques used in the repair, maintenance and installation for mechanical systems
Knowledge of hazards associated with maintenance and construction work in the mechanical trade field and the ability to recognize and employ appropriate safety measures
Ability to learn and effectively use specialized construction and procurement software applications
Ability to accurately diagnose mechanical problems and make appropriate repairs
Ability to effectively read and interpret plans and specifications
Ability to effectively estimate materials costs and labor hours, and to accurately prepare related forms and reports
Ability to effectively organize and prioritize work and work with limited supervision
Ability to develop and maintain effective working relationships with co-workers, contractors, upper management, appointed and elected officials as well as the general public
Strong and effective spoken and written (English) communication skills
PREFERENCE MAY BE GIVEN FOR:
Experience using Microsoft Office Suite
Possession of a State of Maryland HVAC license
PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
While working in this position, the employee is required to frequently walk, lift up to 20 pounds and drive and occasionally sit, climb, stoop, crawl, lift between 20-50 pounds, lift over 50 pounds, push and pull up to and over 40 pounds
While working in this position, the employee is required to frequently work indoors, outdoors, walk on uneven ground, work in hot temperatures above 100 degrees, work in cold temperatures below 32 degrees, work in dirt, dust, noise and at heights, near machinery, potentially exposed to infectious diseases and required to wear protective equipment; occasionally work around chemicals and fumes; and rarely work in confined spaces and below ground level

Available for varied working hours as needed and available for on call emergency situations
All current licenses must be maintained throughout employment and on file with the County and City for the purpose of obtaining permits for County work
