Operations - Treatment Opening Date: 09/30/2024 Description JOB SUMMARY: The operation and maintenance of wastewater treatment plant(s) assures plant processes are compliant with local, state, and federal permits and protects the health and safety of District personnel, the public, and the environment. The Maintenance Technician safely and reliably operates and maintains a variety of equipment to transfer and/or treat wastewater at the wastewater treatment plant(s), regional pump stations, force mains, and related facilities.

Assignments include performing and/or coordinating maintenance, repair, or adjustment of a variety of equipment within the plant and related work as required. DISTINGUISHING FEATURES: This is the first entry-level position in the Maintenance Technician classification series.

The Maintenance Technician 1 demonstrates entry-level maintenance expertise with the ability to understand, troubleshoot, and resolve basic equipment problems. The Maintenance Technician 1 demonstrates a general knowledge of wastewater treatment plant operations, instrumentation and control systems, and maintenance activities related to the specialized equipment. Routine maintenance tasks are performed with oversight and direction following standardized facility or industry procedures and guidelines.

Equipment repairs or other complex tasks are performed under close supervision in a training capacity. The Maintenance Technician 1 provides support and participates in special projects and has a basic understanding of asset management. Examples of Duties TYPICAL DUTIES & RESPONSIBILITIES:

The duties listed below, while not all-inclusive, are characteristic of the type and level of work associated with this position. Individual positions may perform all or some combination of the duties listed below as well as other related duties. The District reserves the right to add, modify or remove duties as appropriate to meet business needs.

Maintenance Technicians have the skills, knowledge, and background to perform the following: Monitor and record operating conditions, meters, and gauges. Accurately record, document, and report information in a variety of organizational platforms specific to treatment plant operations and maintenance and District business needs.

Use computer systems to accurately track data, work orders, spare parts inventories, and maintenance records. Regularly inspect equipment and recognize performance changes. Maintain, clean, inspect, adjust, install, troubleshoot, repair, rebuild equipment typical of a modern wastewater treatment facility, including but not limited to pumps, valves, piping, distribution systems, preliminary, primary, and secondary treatment equipment, clarifiers, blowers, disinfection equipment, digesters and appurtenances, and solids processing equipment.

Operate and maintain a variety of shop equipment, including welders, drills, grinders, and saws. Skillfully utilize hand and power tools. Organize and plan maintenance activities, including verifying and ordering parts, confirming equipment and tools required, labor needs, and coordinating any potential plant treatment process impact with operations staff.

Follow safety standards. Follow District regulations, codes, policies, practices, and management directives. Perform general maintenance required to keep working areas safe, clean, and professional, including general housekeeping duties.

Demonstrate regular and reliable attendance. Other duties as assigned. Typical Qualifications MINIMUM QUALIFICATIONS:

Certifications and Licenses: Washington State limited Non-residential Maintenance Electrician License preferred. Other relevant certifications, training, or licenses such as millwright, electrical, welding, asset management will be considered.

Valid state-issued driver's license with good driving record. Knowledge of: Occupational hazards and safety precautions and procedures necessary for working in manufacturing, wastewater treatment plants, pump stations or other industrial facilities.

Proper use and maintenance of a variety of hand/power tools and equipment.

Methods, practices, and materials used in mechanical maintenance and repair work. Maintenance practices for working with and around electrical equipment (lockout/tagout). Principles and applications for welding, plumbing, pipefitting, and backflow prevention.

Following a maintenance management system and implementation of preventative maintenance programs for valves, valve actuators, gates, pumps, motors, compressors, tanks, gearboxes, and other equipment. Basic understanding of wastewater treatment processes and operations. Control systems, instrumentation, or electrical knowledge preferred.

Skill in: Entry-level mechanical equipment maintenance, troubleshooting, and repair. Read, comprehend, interpret, and apply technical manuals, machine diagrams, schematics, electrical schematics, record drawings, and specifications.

The use of Microsoft Office suite of products including Outlook, Word, and Excel. Electrical, instrumentation and controls maintenance, troubleshooting, installation, repairs, and replacement preferred. Welding, including ferrous and non-ferrous metals preferred.

Plumbing and pipefitting preferred. Ability to: Effectively and efficiently operate all plant equipment.

Make accurate readings and keep operational records. Perform routine and non-routine maintenance work, including but not limited to welding, plumbing, hydraulics, pneumatics, pipefitting, and backflow prevention. Operate trucks, forklifts, cranes and booms, portable power tools, arc welders, cutting torches, drill presses, hydraulic presses, pipe-threader, table saw, portable pumps, drills, saws, and grinders.

Comprehend and interpret complex technical data. Calculate algebraic equations for process control and related performance measures. Read and interpret engineered plans and specifications.

Accurately document work, parts, and equipment information using manual and computerized formats. Learn and become proficient in using specialized computer software including but not limited to SCADA, CMMS, and MS Office Suite to enter data, review data, and generate reports. Pass required safety training classes and apply those procedures and concepts to the work environment.

Wear and properly use personal protective equipment and perform all work in a safe manner. Monitor and be aware of the working environment to ensure a secure and safe process for workers and the public. Understand and follow directions, effectively adjust to changing priorities, problem solve, and multi-task.

Establish and maintain effective working relationships with other employees. Effectively communicate both formally and informally in person, in writing, and electronically with co-workers and the public. Maintain a professional and respectful working environment.

Safely operate a motor vehicle. Frequently access and work in confined spaces in awkward positions, such as stooping and kneeling for extended periods of time. Education and Experience:

Any combination of education, training, and experience which provides the knowledge, skills, and abilities to effectively perform the work. A typical way to acquire this includes: High school diploma or GED.

One year of relevant experience in an industrial mechanical maintenance or industrial millwright setting sufficient to demonstrate proficiency commensurate with the position. Supplemental Information WORKING CONDITIONS: May be subject to frequent standing, walking, sitting, climbing, balancing, stooping, kneeling, twisting, climbing stairs or ladders, or working in confined spaces.

Work occurs indoors and outdoors in all weather conditions. Requires physical capability and mobility to navigate all types of surfaces and terrain. Occasionally lift up to 50 pounds.

May operate heavy equipment. Potential exposure to high voltage electrical equipment, raw sewage, and/or odors or other hazardous atmospheres. May be assigned to work alone or with others.

Work may be performed from ladders or scaffolding. Wearing and/or using personal protective equipment (PPE) will be required to perform or monitor certain tasks. Required to work after regular business hours and in emergency or inclement weather conditions.

RELATIONSHIP WITH OTHERS: The Wastewater Maintenance Technician 1 has regular in-person contact with fellow plant staff members and often with District employees of other departments. The position may also interact with District customers and contractors/consultants working on behalf of the District and Alliance.

SUPERVISION: Exercised: Not applicable. Received: The Maintenance Technician 1 works under the guidance and direction of a Maintenance Technician 2 or 3 or the Maintenance & Asset Management Supervisor.

The position reports directly to the Maintenance & Asset Management Supervisor. SPECIAL REQUIREMENTS: This position is designated as Essential Personnel and is required to report to work during emergency conditions and inclement weather events.

Reside within 50 minutes reporting time to the District office or assigned reporting location within one year of hire date. Subject to perform on-call duties 24 hours a day, seven days a week. Ability to work long hours, nights, and weekends intermittently or on an emergency basis.

Required to work the normal working hours as defined for the position and facility assigned. Maintain appropriate physical fitness to perform essential job functions. Final offer of employment is contingent upon successful completion of a pre-employment physical and a reference check.
