Duties

This position is located at the Clement J. Zablocki VA Medical Center, Milwaukee, WI (695) - a Level 1a Complexity VHA Facility, and is organizationally aligned under the Facility Management Division.

The position functions as the Maintenance and Operations Supervisor (M&O Supervisor) and has full responsibility for the supervision of five (5) subdivisions comprised of 122 FTEE, which includes: Maintenance & Repair Pipe and Electric (18 FTEE); Grounds & Transportation (24 FTEE); Architectural (25 FTEE); Maintenance & Repair/PM&R (18 FTEE); Plant Operations & Utility (37 FTEE).

The M&O Supervisor is primarily responsible for the administration and supervision of the Federal Wage System (FWS) work performed in each of the subdivisions organizationally aligned under the Facility Management Division.

Major duties:

  • Responsible for the overall round-the-clock, seven-day operations and maintenance repair activities of the Medical Center; which spans across 125 acres & includes over 50 buildings, structures and components; all building service equipment and systems such as sewers, water, gas, steam, electricity, fire suppression and fire detection, and air.

  • Responsible for the operations & maintenance repair activities of the boiler and chiller plants serving the Medical Center campus, and the maintenance of all exterior distribution lines and grounds maintenance upkeep. This involves planning, technical support and oversight at the main Medical Center campus as well as the work performed at the Community Based Outpatient Clinics (CBOCs) - located in Cleveland, WI and Union Grove, WI.

  • Provides direct coordinating support to the Wood National Cemetery for utility systems and infrastructure.

  • Responsible for the operation, maintenance, and repair of building service equipment, utility distribution systems, air conditioning and refrigeration systems, emergency electric generating systems, installation of small equipment, and repairs and maintenance of other items.

  • Responsible for the general administrative and 2nd level supervisory personnel functions of the unit.

  • Participates in the forecasts of annual budgetary requirements for contracted building maintenance and service work. May inspect contractor's product or services rendered against specifications and contractual agreements to ensure the quality and effectiveness of work. Contributes to project development and works with contractors performing contract work that will involve or effect Maintenance and Repairs.

  • Work Schedule: Full-time, 6 AM-2:30 PM, Monday through Friday, typically work on this assigned shift but work may include working weekends, holidays and off hours response. This position is not eligible for AWS or compressed schedules.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

Your resume must show evidence that describes your experience as it relates to this position. This includes, but is not limited to: responsible for overseeing the supervision of journeyman and tradesman workers of varying trades and/or crafts that are unrelated in nature; possesses extensive knowledge and experience gained by having been associated with or worked for a significant period of time in any one or combination of trades associated with construction, maintenance, or repair and operation of plant facilities to be able to determine individual trade, material and equipment requirements, and work sequences; possesses strong communication and writing skills and a broad knowledge of Medical Center operations & communicates well with peers, subordinates, supervisors, and counterparts in other services; determines how many assignments can be done concurrently or which must be delayed and the number and type of employees needed, considering skills and personnel available to do the work and the availability of materials and equipment required; provides direct input and participates in meetings and/or conferences with senior management, Division, and other personnel involving the initial analysis of long-range work requirements for in-house maintenance and major construction project support (typically, 6 months or longer in advance of the beginning of actual work operations); and responsible for the effective and economical use of allocated resources, both human and material costs, redirecting resources (materials and staff) under their supervision to accommodate for emergencies.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements: Occasionally lifts heavy loads, machinery parts, etc., be able to climb/descent ladders and scaffolds. The Incumbent is subject to all hazards inherent in the physical plant and grounds environments, for example: burns, cuts, bruises, sprains, falls, high heat, high humidity, etc.

Working Conditions: May work from ladders, scaffolding, and/or hydraulic platforms. Requires working in uncontrolled environments, in inclement weather conditions, and in confined or uncomfortable spaces. Many work sites are hot, dirty, dusty, greasy, poorly lit, cramped and with unpleasant odors. May be subject to possible dangerous working conditions including exposure to hazards normally encountered in the Medical Center, trade related work, various types of infections, electrical shock and/or electrical burns, cuts, bruises, and strains. The wear of appropriate & required personal protective equipment as necessary to accomplish assigned tasks in a safe manner.
