GENERAL PURPOSE

The Maintenance Foreperson oversees the work of several crews in the maintenance and cleaning of building facilities. Performs a variety of functions in accordance with established department and City operational policies and procedures.

SUPERVISION RECEIVED

Works under the supervision of the Facilities Manager.

SUPERVISION EXERCISED

Supervision exercised over the work of Custodians, Maintenance Workers, and others.

ESSENTIAL DUTIES AND RESPONSIBILITIES

(A) Assigns personnel and equipment to work projects, providing supervision and direction.

(B) In the absence of the Facility Manager and Office Manager, directs the work of Building Maintenance employees.

(C) Coordinates the use of available equipment, materials, and manpower to obtain maximum effectiveness and economy.

(D) Checks project for progress and for conformation to work plans and orders.

(E) Receives requests for emergency, and unscheduled work, and plans for the prompt performance of work.

(F) Coordinates cleaning schedule and adjusts work assignments as necessary.

(G) Supervises the work of Custodians, Maintenance Workers, and other employees as needed.

(H) Investigates complaints received and makes reports to the Facilities Manager on action taken.

(I) Oversees and delivers supplies and equipment needed for Custodians.

(J) Supervises minor maintenance tasks.

(K) Trains and instructs new employees.

(L) Directs snow removal activities as needed.

(M) Maintains records (examples include daily work sheets, time sheets, callout logs, vacation/leave requests, cleaning schedules, etc.).

(N) Works with the Office Manager to order custodial supplies as needed.

(O) Enforces safety rules.

(P) Performs other duties, and related work, as required, including overtime and standby.

MINIMUM QUALIFICATIONS

Education and Experience:

(A) Graduation from high school or technical school; or equivalent certification and

(B) 2 years supervisory experience in custodial and maintenance work;

(C) Equivalent combination of related education and experience

Necessary Knowledge, Skills and Abilities:

(A) Considerable experience in Custodial Maintenance, and the ability to understand and follow standard routines and practices for janitorial and custodial duties

(B) Thorough knowledge of material, methods, equipment, and practices of custodial and building maintenance including but not limited to cleaning products and chemicals.

(C) Good knowledge of the standard tools and practices.

(D) Good knowledge of hazards in work and the necessary safety precautions.

(E) Ability to schedule, coordinate, inspect, and supervise work of maintenance and custodial employees.

(F) Skill in use of common tools.

(G) Knowledge of "right-to-know" laws as instructed and posted.

(H) Ability to make decisions and establish procedures.

(I) Ability to establish and maintain effective working relationships with employees, supervisors, and public through tactful communication, both written and verbal.

(J) Dependability.

SPECIAL REQUIREMENTS

(A) Possession of a valid Pennsylvania drivers' license,

(B) Ability to pass an extensive personal and criminal background investigation.

(C) Ability to obtain unescorted access to our public safety buildings.

a. Unescorted Access: Custodial workers and other individuals who have unescorted access to areas where the CLEAN system or criminal justice information is routinely found are required to submit to a fingerprint-based background check. (Any person who has a means to access a secure facility with a key, access card etc. will be considered unescorted access). Such background check shall include a state and national fingerprint-based search for a criminal record.

b. A two-year re-certification is required on all personnel.

c. Access Disqualifiers

i. A conviction or is under indictment for any felony. Exceptions are at the discretion of the Chief of Police or his/her designee.

i. Misdemeanor of the 1st and 2nd degree. Exceptions are of the discretion of the Chief of Police or his/her designee

iii. A conviction or is under indictment for any computer crime. Computer Crimes as used in the section refer to PA Title 18 Crimes and Offenses Chapter 76 Computer Offenses or the equivalent penalties as provided by the laws of any other state, territory under federal law.

Personal Computer and associated peripheral systems, Cell Phone, City Vehicle, Handheld Radio, Custodial/Floor Equipment.
