Duties

This position serves as Mailroom Clerk for the Medical Supply Distribution (MSD) areas of Logistics Service within the VA Health Care System. As a Mail Clerk you will be responsible for the overall mail systems operations. The principal duties of this position include the following main components: Incoming Mail, Outgoing Mail Distribution, Controlled Mail, Training, ADP security, and Facility Reproduction program. The Mailroom Supervisor and Lead plans work to be accomplished by subordinates; sets and adjusts short term priorities, and prepares schedules for completion of work based on priorities;

  • Finds and implements ways to eliminate or reduce significant bottlenecks and barriers to production;

  • Provides guidance and evaluates work involving new, complex or unusual situations and those without clear precedence;

  • Resolves technical difficulties involving the mail machines, computers, and other equipment utilized in the Mail Center.

  • Ensures the security of mail, which includes mail at high risk for theft such as controlled pharmaceuticals, prosthetics devices, cash, and checks

  • Analyzes and resolves difficult issues and problems in order to plan effectively and render equitable and reliable decisions;

  • Ensures availability of recurring supply items which are managed and distributed through the computerized inventory management system;

  • Maintains reproduction equipment and supplies, resolves technical problems, is responsible for quality of the product and ensures that only high-volume requisitions are produced.

  • Works with members of the vendor and/or contract community, managers, supervisors and other staff throughout the medical center on Logistics issues; and

  • Communicates with staff and other administrative and clinical staff to coordinate and persuade logistics activities on the implementation of policy or procedural changes.

  • Drives to drop off mail at local post office as needed or as a daily duty.

Qualifications

You may qualify based on your experience and/or education as described below:

  • General Experience: You must possess one (1) full year of general experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this Mail Clerk position. General experience is defined as progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled such as skills in using office automation equipment and software to enter, gather, and organize information; and the ability to communicate and interact in an effective manner both orally and in writing with people of varied educational, ethnic, and social backgrounds.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have two (2) years of successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combinations of successfully completed post-high school education and general experience, to meet the total experience requirements of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements and Work Environment:

The position places several physical demands upon the incumbent. Deliver; routes require extensive walking and travel outside between eight (8) buildings regardless of the weather. Work requires standing and walking for extended periods and may require using stairs. In addition, bending, lifting, and carrying of moderately heavy mail bags and packages (up to 70 pounds); pushing mail carts and mail tubs to deliver mail and packages throughout the hospital, and pushing mail tubs outside the building for the USPS carrier to load.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
