Job Description:
LTAP Communications & Technology Transfer Manager
The LTAP Communications & Technology Transfer Manager is responsible for the development and implementation of: outreach and technology transfer; innovation and partnerships; leadership development; workforce development; business management. This program is located within and is administered by LTRC. LTAP's primary customers are local transportation agencies including the technical and maintenance staffs; the DOTD offices that oversee programs related to local concerns; other transportation stakeholders including other DOTD Divisions and the FHWA; and organizations that represent or impact local agencies.
15% - Develop and implement LTAP's Outreach and Communications Plan. Develop and distribute marketing, outreach, and communication materials for the LTAP. including but not limited to: LTAP Technology Exchange Newsletter; LTAP/LRSP/SHSP infographics and literatures; digital pieces, such as Leadership Digest quarterly e-news and Local Connections monthly e-bulletin; press releases and articles for various publications; PowerPoint presentations and talking points for conferences; and technical assistance fact sheets for stakeholders and local governments.
15% - Collaborate with the LTRC Publications Department in the development and maintenance of website content as well as creation of multimedia materials that support LTAP's outreach and communication activities. Coordinate with the LTAP Team in performing outreach activities such as conference exhibits, local governmental and civic functions, planning commission and town hall meetings, etc
15% - Supports the Program Director of the LTAP in the promotion and deployment of transportation innovations and partnerships among local governments and regional/national associations. Facilitate outreach activities that support FHWA's programs Every Day Counts and "Build a Better Mousetrap" competition which are designed to encourage local governments to deploy underutilized but proven effective and cost-saving innovations that benefit the local transportation and public works communities at large.
15% - Provide support for the Program Director of the LTAP and other staff members in performing collaborative efforts in partnership with FHWA, DOTD, FEMA, NLTAPA Innovation Workgroup, NTTD, LTAP peer states, APWA, LPESA, LMA, PJAL, LPA, and other partner associations.

15% - Provide support for LTAP's workforce/talent development initiatives, including designing course workbooks and fact sheets as well as disseminating toolkits and resources for LTAP's various training audiences. Actively build skills and competencies that may support the implementation of LTAP's various training and technical assistance initiatives.
5% - Perform logistical functions, such as processing travel authorizations, expenses, etc... Perform other duties (as assigned) that may serve the LTAP's workforce development, innovations, communications, and technology transfer strategies.
5% - Participate in leadership development programs (such as ATD, LEAD LSU, Public Administration activities) that may be valuable in the enhancing LTAP's workforce development and training strategies.
Minimum Qualifications:
Bachelor's degree in related field and 3 years of experience.
Preferred Qualifications:
Master's degree
A valid Driver's License is required. This position is subject to drug/alcohol screening in accordance with PS-67.
