ATTENDANCE REQUIRED FOR THIS POSITION ARE AS FOLLOWS:

Non-rotating 40 hour work week, Monday

  • Friday 8:00 a.m.

  • 5:00 p.m. Must be available to work additional hours as needed.

Overview

The HR Analyst provides comprehensive human resources functions in the areas of employee relations, leave management and personnel administration for the City of Corpus Christi. The HR Analyst must exercise a fair amount of independence, initiative and professional expertise in conducting day to day human resources functions and requires considerable tact and confidentiality when dealing with the public and City personnel. This position reports directly to the Employee Relations Manager.

Responsibilities

  • Interpret Human Resources policies and respond to information requests and assistance from employees and City departments.

  • Provide support to critical functions such as Texas Workforce Commission unemployment claims and appeals, Civil Service Rules and Regulations and Policy interpretation, training, discipline, job coaching, Drug & Alcohol monitoring and compliance, and self-referral agreements.

  • Conduct investigations; analyze and recommend solutions to resolve employee concerns and issues.

  • Provide recommendations for disciplinary actions by consulting with Legal, as necessary.

  • Administer Limited Duty Policy and Catastrophic Leave Policy.

  • Analyze employee requests for job accommodations and recommend vocational case managers as needed.

  • Work closely with Risk Management on cases involving on the job injuries and worker's compensation issues.

  • Schedule return-to-work, and fitness for duty exams with the City's occupational medical providers.

  • Coordinate with employees and department managers to place employees in limited duty assignments and to seek alternate job placement for employees with permanent disabilities.

  • Provide City-wide training on Limited Duty, Catastrophic leave, and other human resources policies as required.

  • May perform other duties as assigned.

Qualifications

  • Associates Degree and two (2) years of experience in Human Resources

  • A combination of education and pertinent experience may be considered

  • Must have a valid driver's license at time of application and time of hire

  • Successful out of state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Basis of Rating

Application review and the City may also conduct additional skill assessment tests, in addition to the panel interview.
