Licensed Utilization Review I

Hours are as follows: Tuesday

  • Saturday 8:30 am to 5:00 pm

(Training Hours Monday

  • Friday 8:30 am to 5:00 pm)

Location: This position is temporarily designated as work at home. Once the office re-opens, this position can reside at our Plantation, FL or Miami, FL office.

Responsible for working with healthcare providers to help ensure appropriate and consistent administration of plan benefits through collecting clinical information to preauthorize services, assess medical necessity, out of network services, and appropriateness of treatment setting and applying appropriate medical policies, clinical guidelines, plan benefits, and/or scripted algorithms within scope of licensure. Examples of such functions may include: review of claim edits, pre-noted inpatient admissions or, episodic outpatient therapy such as physical therapy that is not associated with a continuum of care, radiology review, or other such review processes that require an understanding of terminology and disease processes and the application of clinical guidelines but do not require nursing judgment.

Primary duties may include, but are not limited to: Conducts pre-certification, inpatient (if not associated with CM or DM triage) retrospective, out of network and appropriateness of treatment setting reviews within scope of licensure by utilizing appropriate medical policies and clinical guidelines in compliance with department guidelines and consistent with the members eligibility, benefits and contract. Develops relationships with physicians, healthcare service providers, and internal and external customers to help improve health outcomes for members.

Applies clinical knowledge to work with facilities and providers for care coordination. May access and consult with peer clinical reviewers, Medical Directors and/or delegated clinical reviewers to help ensure medically appropriate, quality, cost effective care throughout the medical management process. Educates the member about plan benefits and contracted physicians, facilities and healthcare providers.

Refers treatment plans/plan of care to peer clinical reviewers in accordance with established criteria/guidelines and does not issue medical necessity non-certifications. Facilitates accreditation by knowing, understanding, and accurately applying accrediting and regulatory requirements and standards.


  • LPN, LVN, or RN; 2 years of clinical or utilization review experience; or any combination of education and experience, which would provide an equivalent background.

  • Current active unrestricted license or certification to practice as a health professional within the scope of licensure in applicable state(s) or territory of the United States required.

  • Knowledge of the medical management process preferred.

  • Utilization Management experience. Home Health, DME, LTSS experience a plus.

Special Certifications and Licenses: * Possess and maintain a State of Florida Professional Engineer License in State of for duration of assignment. * Valid Florida Class "E" Driver's License. Prefer one or more of the following: * Master's Degree or higher in Civil Engineering, or Public Administration, or closely related field. * Project Management Professional (PMP) Certification. * Florida Certified Contractor License. * Leadership in Energy and Environmental Design (LEED) Certification. * Two (2) or more years' governmental contract and procurement experience. * Three (3) or more years' construction management experience. DUTIES AND RESPONSIBILITIES The Licensed Engineer for WWS Engineering performs advanced professional and administrative work in coordinating, overseeing and expediting the process of obtaining various required County approvals related to Water/Wastewater Utility Design and Construction Projects. Incumbent establishes time-lines, maintains a document tracking system, evaluates and reviews reports and documents for correctness, completeness and timeliness, undertakes special studies, performs analysis and prepares reports. Work may involve the supervision of Professional Engineers, Contractors, or other technical staff involved in County Public Works/Environmental Engineering programs and projects. The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary. Prepares plans and technical specifications for construction bid; works with Purchasing to develop contracts, reviews and edits documents; attends pre bid and pre construction meetings; reviews all complete bids for construction award. Performs in depth technical review of construction plans in various submittal stages; reviews plans for concurrence with agreed upon design requirements, and constructability; works with other County public works agencies to maintain and update design and equipment standards; performs general communication, decision making and coordination with a multitude of professionals within these projects. Manages construction contracts including procurement, cost accounting, schedules, and construction engineering inspections; manages engineering consultants, conducts negotiations, supervises preparation of scope and fees, provides oversight of consultant design services and approve invoices. Reviews customer construction plans for dewatering determination; conducts quality assurance and quality control reviews of internal design projects. Enters data and uploads documents in the Broward County and Florida State computer systems to track contaminated site cleanup status; maintains oversight and control of assigned cleanup projects, site inspections, and enforcement related activities to ensure compliance with regulations. Trains and assists in resolving complex Air Permitting issues; schedules, assigns and supervises engineering projects prepared by consultants; supervises the Design Section staff's day-to-day activities. Supervises and participates in the studies and reports prepared by engineering consultants; participates in negotiation with consultants and contractors; conducts meetings with consultants, contractors, staff and other stakeholders. Coordinates the process of bidding, contract development, exchange of information, and surveys. Reviews environmental assessment reports and remedial action designs and reports, construction and dewatering plans and updates databases to reflect these activities; prepares and reviews paperwork for issuance of order for own/others projects. Provides training, peer review, technical support (including review/approval of technical designs) of documents/correspondence for team members; attends internal/external meetings related to own and team members' projects. Maintains contact with State of Florida personnel, consultants and responsible parties including meetings and telephone conversations. Performs site inspections for own projects and for team member projects that require Professional Engineer review; reviews contractor submittals for compliance with contract documents. Responds to contractor requests for information. Provides technical direction or supervision to junior engineers, engineering or computer-aided design (CAD) technicians and other technical personnel; prepares PS&E (plans, specifications and estimates) documents for design of County facilities.
