Position Summary

This position is a sworn law enforcement position and is responsible for ensuring the overall security of the Lottery. It is responsible for working collaboratively with other Lottery Special Agents to conduct Lottery investigations, assisting other agencies with their Lottery related investigations, enforcement of Wis. State Statute chapter 565, and conducting retailer assessments. This position is also responsible for overseeing and receiving the delivery and security of tickets, interacting with players and retailers on a regular basis, and maintaining case files electronically. The majority of time will be spent performing the following responsibilities:

  • Respond to both oral and written complaints of alleged violations of Lottery or state statutes, rules and regulations. Identify, secure and analyze documents, records and other forms of evidence that are relevant and substantive in a criminal investigation.

  • Prepare complete, detailed, and accurate investigative criminal reports.

  • Make arrests of violators pursuant to Ch. 73.031, and ch.565 Wis. Stats., and process those individuals through the judicial systems.

  • Provide technical advice, assistance, and training to local law enforcement agencies regarding lottery products with respect to forgeries, theft, attempts to redeem missing and/or stolen tickets, and other illegal activities as defined by statute.

SPECIAL REQUIREMENTS

1.Must meet minimum standards, as required by law, to be a Wisconsin law enforcement officer and maintain certification in good standing throughout employment in this position.

2.Possession of a valid driver's license and eligibility to use state vehicles.

3.Ability to possess and carry firearms and other state issued equipment and maintain proficiency in their use per DOR policy and law enforcement standards.

4.Frequent travel with some overnight stays.

PHYSICAL DEMANDS AND WORK ENVIRONMENT

1.Ability to participate in criminal investigations in a field setting which may involve making an arrest, subduing a suspect, gaining forcible entry to and searching dwellings, conducting prolonged surveillance, and defending oneself against physical attack.

2.Ability to participate in investigative activities in hostile and stressful environments such as locations with high violent crime rates; remote and/or isolated locations in company of armed, violent, and unpredictable suspects; in automobiles at high rates of speed and requiring unsafe driving maneuvers; in unclean and germ-ridden conditions with individuals openly hostile to law enforcement representatives.

3.Possibility of exposure to unknown substances and chemicals used in the manufacture of drugs.

4.Ability to wear a concealed bulletproof vest, be armed with a handgun and handcuffs, and may be armed with a rifle.

Salary Information

Starting salary will be between $38.00 and $43.46 or up to the appointment maximum per the compensation plan, depending on experience and qualifications, plus benefits. For information on state benefits click here. Current state employees' pay will be set in accordance with pay upon appointment provisions for the compensation plan for broadband pay schedule 07-03. A twelve-month probationary period is required.

Job Details

The department will conduct a comprehensive background check, fingerprint check and tax compliance check prior to making an offer to hire.

Qualifications

Minimum qualified candidates will have:

  • Current Law Enforcement certification through WI Law Enforcement Standards Board or eligible for immediate recertification.

  • Experience conducting investigations (e.g., collecting and analyzing information to determine compliance, etc.) occasionally as part of job duties (i.e., "as needed," or a few times/year).

  • Experience creating investigative and/or security monitoring compliance summaries and/or reports occasionally as part of job duties (i.e., "as needed," or a few times/year).

  • Experience obtaining evidence (e.g., documents, records, or other forms of information) relevant for an investigation occasionally as part of job duties (i.e., "as needed," or a few times/year).

  • Experience reviewing or monitoring the compliance of security related processes and/or procedures occasionally as part of job duties (i.e., "as needed," or a few times/year).

Well qualified candidates will also have:

  • Creating investigative and/or security monitoring compliance summaries and/or reports as frequent part of job duties (i.e., daily, weekly, or monthly).

  • Obtaining evidence (e.g., documents, records, or other forms of information) relevant for an investigation as frequent part of job duties (i.e., daily, weekly, or monthly).

  • Conducting investigations of related positions with the State of Wisconsin as a frequent part of job duties (i.e., daily, weekly, or monthly).

  • Conducting investigations (e.g., collecting and analyzing information to determine compliance, etc.) as frequent part of job duties (i.e., daily, weekly, or monthly).
