We currently have an opening for a Longitudinal Data Quality Coordinator (Applications Systems Specialist)

The position is designated Statutory Exempt and is exempt from the State Human Resources Act.

The Longitudinal Data Quality Coordinator (Applications Systems Specialist) works closely with North Carolina government agencies to understand their business needs and develop analytical solutions to support program and policy evaluation, improved service delivery, transparency, compliance, and safety. The Longitudinal Data Quality Coordinator is an experienced technical and analytical resource on the Longitudinal Data Analytics Team that will primarily support the design and development of the North Carolina Longitudinal Data Service (NCLDS) (https://nclds.nc.gov/).

This position will work closely with stakeholders, technical team members, and third-party vendors to design, develop, test, implement, and support databases, applications, and reports that enable longitudinal data integration and data-informed decision making across the continuum from birth to workforce.

Duties include, but are not limited, to:

  • Use advanced knowledge of data management (data governance, data quality, and data analytics) principles and practices, specialized programming languages, and coding skills (e.g., SQL or SAS) to conduct exploratory data analysis, data profiling, data cleansing, data modeling, statistical analysis, data visualization, and/or reporting.

  • Gather, analyze, and translate technical requirements into application features (i.e., security models, user roles, workflow, and user experience).

  • Independently manage development, implementation, and support for large, complex, and high-stakes projects that typically involve multi-year and multi-phase implementation plans, multiple stakeholders, and large budgets.

  • Co-manage the NCLDS Data Quality Committee and related sub-committees with the NCLDS Executive Director. Projects include supporting the development of a dynamic data dictionary, identifying data elements that need cross-sector consistency in data definitions and quality checks, and identifying and resolving data quality issues.'

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Demonstrated knowledge of data management (data governance, data quality, and data analytics) principles and/or practices, specialized programming languages, and coding skills (e.g., SQL and/or SAS) to conduct exploratory data analysis, data profiling, data cleansing, data modeling, statistical analysis, data visualization, and/or reporting

  • Demonstrated ability to independently gather, analyze, an/or translate technical requirements into coding requirements and/or application specifications (i.e., security models, user roles, workflow, and user experience)

  • Demonstrated ability to plan and implement appropriate testing protocols to ensure data has been processed and loaded correctly and is fit for use in applications and reports and/or all application requirements are met

  • Demonstrated ability to independently manage development, implementation, and support for large, complex, and high-stakes projects that typically involve multi-year and multi-phase implementation plans, multiple stakeholders, and large budgets

  • Strong communication skills to interact with internal and external audiences including infrastructure, development, and support teams, state agency partners, and researchers; and to coordinate the efforts of lower-level applications development staff

The following Management Preferences are not required, but applicants that possess these skills are preferred:

  • Experience using data and analytics to support state, local, or federal government business decisions or policy, specifically in the education, longitudinal, or performance domain

  • Experience with software development lifecycle (SDLC) project management methodology supporting application development

  • Experience working with or managing third-party vendors to ensure projects are completed on time, on budget, and within project specifications

This position will have access to data within the Division of Criminal Information Network (DCIN); and as such, NC Administrative Code 14B NCAC 18A.0401 mandates that prior to receiving and/or maintaining certification as a DCIN user, applicants:

  • Shall be a citizen of the United States

  • Shall be at least 18 years of age

  • Shall agree to a fingerprint-based background search

Bachelor's degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and four years of progressive experience in business application consulting or development;

or

Associate degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and five years of progressive experience in business application consulting or development;

or
