Primary Purpose:

Develops and implements a district-wide energy management program which will ensure compliance with all regulatory authorities. Develops and implements energy management initiatives which promote student participation and learning. Monitors and accounts for all capital projects and tracks all related expenses.

Education / Certification:

  • Bachelor's degree in a related field.

  • Ability to develop metrics, reports, spreadsheets, financial analysis documents, and utility conservation recommendations.

  • Ability to use personal computer and software to develop spreadsheets, databases, word processing, PowerPoint and Keynote (including Microsoft Office and Mac Office).

  • Commitment to quality, customer service, staff development and safety.

Experience / Other Requirements:

  • Three years of related experience is required.

  • Related experience in a public education environment is preferred.

  • Accounting or bookkeeping experience is preferred.

Major Responsibilities and Duties:

  • Plans, develops, implements and coordinates a comprehensive energy management, energy conservation and waste/recycling program.

  • Maintains energy conservation and recycling awareness activities through training programs, written materials, presentations, etc.

  • Develops and implements campus and district-wide initiatives which support energy consumption goals and provides reporting to adequately monitor progress.

  • Instructs and trains support, teaching and administrative staff in energy efficient behaviors and technologies.

  • Maintain a continuous activity schedule for all buildings in order to coordinate efficient usage and maintains accurate records relating to energy savings and waste/recycling.

  • Utilizes consultants when necessary to identify energy conservation measures.

  • Receives monthly utility billings and prepares monthly account reconciliations. Authorizes payments, resolves billing disputes and monitors tariffs with suppliers and maintains database of contract transactions.

  • Prepares and provides annual utility consumption and cost projection profiles to meet essential energy procurement requirements.

  • Develops metrics, reports, spreadsheets, financial analysis documents, and utility budget recommendations to include Board of Trustees agenda items and reports.

  • Participates in the development of yearly budgets for all utility accounts, and creates and manages energy management services accounts; collaborate with building administrators and custodial staff in reporting accurate utility forecasts. Prepares monthly budget/expense report for department.

  • Participates in utility contract specifications and negotiations; provides energy-related input to school design, operations, and maintenance. Reviews and negotiates energy purchase agreements and make recommendations regarding energy fuel selection.

  • Accounts for all bond money spent and tracks all expenses per job (new schools, land acquisitions, contract work, etc.).

  • Participates in the review and recommendation of maintenance supply and equipment purchases to ensure energy efficient replacements are being specified. Pursue outside funding sources for equipment retrofits.

  • Responsible for disbursing all funds related to contracts in conjunction with the Business Office to include the processing of purchase orders for payment of contract services.

  • Collaborates and coordinates with appropriate personnel in schools, offices, departments, and other agencies in carrying out the functions and responsibilities of the energy conservation and waste/recycling programs.

  • Communicates with external customers (architects, contractors, utility companies) regarding contracted projects and utility services.

  • Responsible for the maintenance of district contracts as they relate to facilities, to include notary services for all district construction related paperwork.

  • Responsible for maintaining all facilities department electronic files to include construction and real estate files.

  • Responsible for maintaining and updating campus asbestos plans.

  • Keep abreast of all new legislation, products and energy developments.

  • Responsible for properly maintaining district records, adhering to all policies set forth by the district for records maintenance and learning the records retention schedule for department records.

  • Other duties as assigned.
