Description of Work
This position works in the Logistics Operations Branch of NC Emergency Management (NCEM), which manages and stores commodities to be distributed during disaster events and also manages a portfolio of contracts for disaster response. This position assists the Logistics Operations Manager. Job duties include, but are not limited to, the following:
Planning, assisting with project development, and training as it relates to disaster operations, logistics, and the State Emergency Operations Plan.
Participating on the operational logistics team during periods of emergency activation.
Managing and developing contracts and purchasing tools for the purpose of emergency acquisitions to support disaster operations.
Assisting with evaluation, coordination, and implementation of field-level logistics disaster distribution projects.
Performing analysis of logistics data and producing situational awareness documents to leadership during disaster response.
Conducting analytical and deliberative planning.
Effectively communicating in verbal and written forms.
Utilizing technical writing skills and developing policy documents.
Conducting public sector contracting and procurement.
This is a full-time position (40 hours per week) with State Benefits. The typical work schedule is Monday
5pm. During activations of the State Emergency Response Team (SERT), this position will perform duties as directed by the Logistics Chief or SERT Leader. During this time, this position may be required to work overtime, overnights, weekends, and/or holidays with minimal notice.

The salary grade for this position is GN11. State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY result.

About the Section:
The primary mission of the Logistics Section is to provide the NCEM and the State Emergency Response Team with effective, efficient, and comprehensive services supporting emergency preparedness, response, and recovery operations. The function of the Logistics Operations Branch is to manage and store commodities to be distributed during disaster events and to manage a portfolio of contracts for disaster response.

To qualify for this position, applicants must document on the application that they possess ALL of the following:
Working knowledge of the National Incident Management System (NIMS) and the Incident Command System (ICS).
General knowledge of contracts, techniques for contract negotiation or administration, and/or requirements for contracting or procurement.
General knowledge of costs and limitations of transporting goods or people via air, rail, sea, and/or road.
Please Note: The selected candidate must possess and maintain a valid Class C driver's license.
Minimum Education and Experience Requirements
Bachelor's degree from an appropriately accredited institution and one year of progressively responsible emergency management planning, research, analysis, community services or emergency services experience; or an equivalent combination of training and experience.
