The Logistics Management Specialist is a supply chain management specialist for VA Healthcare System (VAHCS) and supported catchment areas and is responsible for the development and integration of a cohesive supply chain; supports oversight, guidance, management and integration of supply chain operations, including planning and coordination with fiscal, acquisitions, clinical and administrative operations. Serves as logistics management authority for VA HCS.

Duties include, but are not limited to, the following:

  • Integrates and aligns acquisition, delivery and management of supplies, equipment and services;

  • Standardizes business processes and establishes performance measures;

  • Reviews all requisitions to ensure proper utilization of government property;

  • Ensure efficient allocation of resources for assets through the entire lifecycle (which includes planning, requirement determination, procurement, maintenance/upgrade, management/utilization and disposal);

  • Analyzes the supply chain developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting;

  • Develops and executes remediation actions of deficiencies;

  • Develops a formalized communication and education plan to consolidate/standardize common use products;

  • Performs broad and comprehensive formal studies of benefits, impacts, characteristics and problems;

  • Determines, formulates, and recommends operating policies relative to the management of material;

  • Conducts strategic planning and quality management of the equipment and leasing programs;

  • Plans and coordinates with fiscal, acquisition, clinical and administrative operations in the managing and integrating of supply chain operations;

  • Plans, develops and adapts the supply chain management procedures as needed to coordinate the management and control of all expendable (EX) and non-expendable (NX) inventory;

  • Develops implements and evaluates the logistics and property accountability plans and policies;

  • Oversees the planning and coordination of periodic inspections, inventories and change of hand receipt accounts;

  • Monitors progress toward meeting the logistics plan, and identifies causes and impacts of delays or other problems related to overall execution of the logistics plan;

  • Provide support, technical guidance and assistance to all organizational logistics personnel;

  • Conducts cost-benefit analysis for procurements through the total supply chain;

  • Conducts audits, compliance reviews and program effectiveness/efficiency reviews of all logistics activities and

  • Participates on or leads various national work groups.

Work Schedule: Monday through Friday; 7 a.m. to 3:30 p.m., 7:30 a.m. to 4 p.m. OR 8 a.m. to 4:30 p.m.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/06/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position, you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation but must have been held in the Federal service. A Standard Form (SF)-50, that shows your time-in-grade eligibility, must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience, as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: the particular knowledge, skills, and abilities, to successfully perform the duties of the position and experience that is typically in, or related to, the work of the position to be filled.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:

The work is primarily sedentary; however, the position is required to participate on environment of care (EOC) rounds, internal and external quality reviews, and external auditor site visits. These reviews include a review of work areas, including warehouse, supply areas that require personal protective equipment, such the operating room (OR) and laboratory, and equipment disposition areas, that involve removal of hazardous waste. This may require long periods of standing, walking, and/or maneuvering around moving, or otherwise hazardous, equipment, such as forklifts, pallet jacks, and cart washers. The work environment involves everyday risks or discomforts that require safety precautions typically found in such places as offices, meeting and training rooms, and private or commercial vehicles. The work area is adequately lighted, heated, and ventilated.
