The primary purpose of this position is to serve as a logistics management specialist in support of acquisition phases of assigned systems,

programs, or major equipment.

Responsibilities

  • Direct, develop or perform logistics management operations that involve planning, coordinating, or evaluating the logistical actionsrequired to support a specified mission, weapons system, or other designated program.

  • Perform periodic independent systems evaluations and develop recommendations for system improvements based on a thorough and comprehensive study and analysis. Schedule and monitor and funding milestones for adequacy and timeliness.

  • Monitor organizational and contractor compliance with milestone and system performance criteria. Collaborate and plan with othermanagers and appropriate personnel to coordinate and/or integrate operations and interests of other rganizations.

  • Plan, manage and coordinate the total cradle-to-grave life cycle logistics support for assigned systems or subsystems, integrating separate functions of supply, maintenance, procurement and quality assurance required to sustain system fielding.

  • Gather facts and develop conclusions relative to any matter having a significant impact on solutions to problems requiring commandattention because of their criticality of involvement with high-level policy.

  • Exercise technical leadership to obtain agreement on required actions, schedules and the resolution of conflicting points of view concerning program or policy matters.

Qualifications

SPECIALIZED EXPERIENCE:

GS-05: Three years of general experience, one year for which was equivalent to at least the GS-04 grade level in the Federal service. Examples of general experience is the ability to gather and analyze basic facts and draw conclusions and participate in special studies and projects OR fouryear course of study leading to a bachelor's degree OR a combination of the experience and the education described.

GS-07: One year of specialized experience, equivalent to at least the GS-05 grade level in the Federal service, which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position which could includes analyzing, developing and evaluating issues and developing recommendations to resolve issues of efficiency of work operations OR one full year of graduate level education or superior academic achievement, OR a combination of experience and education.

GS-09: One year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position that includes work involves planning and carrying out projects to improve the efficiency and productivity of organizations and employees in administrative support activities or for established logistics management and program analysis operations and programs; or planning, coordinating, training, and evaluating units and resolving substantive issues pertaining to mobility and logistics, OR successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR a combination of experience and education.

GS-11: One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of qualifying experience includes gathering information, identifying and analyzing issues, and developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations in a program or program support setting; or planning, scheduling, coordinating, executing, evaluating and documenting readiness exercises/inspections, in order to improve the efficiency and effectiveness of organizations in carrying out wartime and peacetime contingency operations, OR successful completion of a Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree OR a combination of experience and education.

GS-12: One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of qualifying experience includes work that involves developing detailed plans, goals, objectives and milestones, and evaluation criteria for important logistic support programs and related activities; or developing long-range strategic plans to ensure the organization has resources and infrastructure to accomplish future missions.

GS-13: One year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of qualifying experience includes analyzing interrelated issues of effectiveness, efficiency, and productivity, developing recommendations to resolve issues and problems, and applying program and logistics management principles to ensure program accomplishment; developing, identifying, defining, and resolving complex technical and management issues related to manning, logistics, funds, etc., and the corresponding development efforts to facilitate the notification and determination of alternative ways to achieve the best mix of forces, equipment, and support.

GS-14: One year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of qualifying experience includes analyzing interrelated issues of effectiveness, efficiency, and productivity, developing recommendations to resolve issues and problems, and applying program and logistics management principles to ensure program accomplishment; developing, identifying, defining, and resolving complex technical and management issues related to manning, logistics, funds, etc., and the corresponding development efforts to facilitate the notification and determination of alternative ways to achieve the best mix of forces, equipment, and support.

GS-15: One year of specialized experience equivalent to at least the GS-14 grade level in the Federal service, which has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of qualifying experience includes analyzing interrelated issues of effectiveness, efficiency, and productivity, developing recommendations to resolve issues and problems, and applying program and logistics management principles to ensure program accomplishment; developing, identifying, defining, and resolving complex technical and management issues related to manning, logistics, funds, etc., and the corresponding development efforts to facilitate the notification and determination of alternative ways to achieve the best mix of forces, equipment, and support.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities

and/or competencies in the following areas:
1.Knowledge of basic theories and principles of systems design, specifications development techniques; and an understanding of acquisition and maintenance requirements as well as organizational functions involved in logistical support.
2.Knowledge of theories and principles of Integrated Logistics Support (ILS) planning, development, and execution sufficient to coordinate and integrate functions into a total, well structured, and viable program.
3.Knowledge of system life cycle concepts and design as they apply to system research, development, and acquisition.
4.Knowledge of contractual processes, procedures, and technical requirements.
5.Ability to plan, analyze, and coordinate a system or portion of a major system's acquisition and transfer into operational use.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
