About the Indiana Department of Homeland Security (IDHS):

The Indiana Department of Homeland Security (IDHS) leads Indiana's emergency planning and operations, first responder training, and fire and building safety. The agency hosts state-level training exercises each year and certifies thousands of first responders. IDHS also supports the state Emergency Operations Center (EOC), which leads response and coordination efforts for large-magnitude incidents.

IDHS is also designated as the State Administrative Agency for Federal Emergency Management Agency (FEMA) and U. S. Department of Homeland Security (DHS) grants within Indiana. These funds provide financial and technical assistance to local governments, non-profit organizations, individuals, and families to reduce the actual or potential risk of loss of life or property across Indiana.

Role Overview:

This position is the Logistics Facility Manager for the Emergency Management and Preparedness Division. In this capacity the Logistics Facility Manager ensures the readiness, maintenance, and operations of the Five Points Logistics Support Facility (LSF) and all IDHS response vehicles, commodities, and resources staged on the property for deployment in an emergency/disaster. This position is key to the success of the state's resource support to local units of government during disaster response operations.

Salary Statement:

The salary for this position traditionally starts at $47,320.00 but may be commensurate with education or work experience.

A Day in the Life:

The essential functions of this role are as follows:

  • Maintains the Logistics Support Facility 6+ acre grounds and 5 buildings including physical security systems: alarm systems, access control, fencing, security cameras, critical environmental controlled storage, and key inventory.

  • Provides direct oversight of the maintenance, repair, upgrade, or replacement of buildings, grounds, equipment, and services at the Logistics Support Facility/Alternate SEOC, to include but not limited to HVAC, electrical, alarms, utilities, buildings, fences, physical security, access control, and emergency backup generators.

  • Serves as primary supervisor of assigned work teams, contractors, and inmate labor crews provided by the Indiana Department of Correction through their offender labor program to accomplish tasks at the Five Points Logistics Support Facility as assigned. Incumbent must possess the skill level to complete the DOC training program for work crew supervisors.

  • Coordinates with other IDHS Divisions and State Agency partners in the scheduling of equipment transportation, procurement deliveries, space allocation, and maintenance activities. Serves as primary POC for all tenants including current policies.

  • Assigned as primary (CDL Class A) driver for mobilizing assets including but not limited to the Mobile Command Center (MCC), Event Coordination Center (ECC) and Satellite Office Solutions (SOS) used for special events and disaster emergency response. License not required at hiring; however, incumbent must possess the skill level to complete the required course and driving training to acquire a Class A CDL.

  • Implements portions of the on-going maintenance and preventive maintenance program to ensure all Response Branch equipment, commodities, and resources, including but not limited to the Mobile Command Center (MCC), Event Coordination Center (ECC), Satellite Office Solutions (SOS) units, POD Cameras, Mobile Video Expansion Units, etc. are in a constant state of readiness for disaster response operations.

  • Implements the decision, directives and polices issued by the Logistics Section Chief, Response Director, Director of Emergency Management & Preparedness and the IDHS Executive Director as they apply to the Logistics Support Facility.

  • Manages the facility's asset inventory encompassing over $2 million dollars of supplies, materials, equipment and rolling stock.

  • Works with FEMA/US DHS, USACE, DoD, and other federal partners regarding the requesting, procurement, reception, inventory, deployment, and recovery of commodities, equipment, supplies, and resources necessary to support state response operations. Coordinates with partner state agencies, district, and/or local public safety officials regarding requests for and deployment of state resources.

  • Provides 24/7 contact and availability for response to after-hours inquiries, and assistance to federal, state, and local authorities. Incumbent must have the ability to work long hours on little or no notice, including working any shift.

  • Conducts research of new programs, projects, and initiatives to support and/or improve response logistical operations.

  • Conducts assessments to develop and contribute to sound financial plans to manage budgets, contracts, and agreements impacting the Logistical Support Facility.

  • Incumbent must possess superior oral and written communication skills and ability to facilitate teleconferencing and VTC management during large conference calls and for daily operations.

You must meet the following requirement to be considered for employment:

  • Specialized knowledge of planning techniques and procedures.

  • Specialized knowledge of urban planning, transportation planning and state and local economic and industrial development.

  • Working knowledge of emergency disaster, emergency cause and effect and procedures and methodology to minimize adverse effects.

  • Ability to use the techniques of fact-finding and analysis to interpret statistical information and trends concerning the physical, social, and economic aspects of population centers.

  • Ability to explain the programs and secure cooperation between local, state, and federal government and private executives.

  • Ability to communicate effectively, both orally and in writing and through structured media.

  • Ability to develop plans and feasible techniques and methods to achieve plan solutions.

  • Ability to comprehend and interpret federal and state laws, guidelines, and regulations relative to disaster planning and operations.

  • Position requires travel to scheduled exercise sites to act as facilitator, controller, or evaluator.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
