The Business and Financial Services Division (BFSD) provides professional services in operational areas that are critical to the efficient and effective management of the Montana Department of Public Health and Human Services. The Internal Support section of BFSD is responsible for the operational functions of the department as a whole. We strive to provide dependable assistance and cost saving processes to programs statewide including: Facility Management, Fleet Management, Mail Processing and Shipping/Receiving, Property Management and Surplus. The Shipping and Receiving function provide guidance and assistance with processing and distribution of all incoming and outgoing mail for approximately 14 Helena offices.

This position establishes, plans and administers the professional services related to the internal resource management programs. These programs include: the central mail processing including receipt and distribution of USPS, UPS, FedEx and freight; DPHHS forms inventory and distribution; DPHHS statewide fleet management; insurance reporting through PCIIS; statewide office moves; DPHHS recycling program; surplus property program for DPHHS: furniture redistribution program and two office supply trading posts; and is the liaison with the Janitorial Contractor and Department of Administrations' General Services Division (GSD) on all building/janitorial issues with the Cogswell, Commodity Warehouse and Sanders buildings.

Key responsibilities include:

  • Ensures mail services are accessible to DPHHS employees through regular office hours in both the Sanders and Cogswell mail rooms.

  • Responsible for all pickup and delivery services to the outlying DPHHS offices in Helena.

  • Communicates with partners and ensures that Internal Support Services is in compliance with specified timelines for all delivery and pickup services.

  • Assists Internal Support Manager in developing policy, procedures and annual plans.

  • Coordinates and executes support of Records Management function through daily courier services.

  • Provides support and assistance to the Surplus Property Coordinator as needed. Assists in organization and performance of small moves within the Helena area.

  • Performs a variety of other professional, administrative and technical assistance tasks including coordinating special projects, training, events, and assisting other DPHHS work units on a statewide basis.

Physical and Environmental Demands: 60% of the work takes place outside of the normal office environment to complete all the pickup and deliveries daily. Must possess a valid Montana driver's license and be able to drive-in all-weather conditions. Must be able to exert up to 75 pounds of force occasionally and/or up to 10 pounds of force when handling mail and/or freight. This position is subject to cyclic variations and external demands. The person in this position must be able to work under the pressure of stressful deadlines and dealing with diverse demands daily. There may be occasional overtime or weekend work as necessary.

  • Manage and prioritize multiple tasks.

  • Maintain a high level of confidentiality

  • Ability to comfortable drive a 1-ton truck and smaller vehicles.

Minimum Education and Experience:

  • High school diploma or equivalent; associate's is preferred.

  • Two years of experience working central mail functions, or shipping and receiving.

  • Equivalent combinations of directly related education and experience may be considered on a case-by-case basis.

The Surplus program focuses on the redistribution and/or disposal of DPHHS property to assist programs in minimizing the cost of operations. This position performs agency surplus functions and provides coordination for office moves and office equipment set-up. Uses appraisal and mechanical/carpentry skills to prepare and evaluate various equipment and office furniture for re-purposing, re-distribution, surplus and/or disposal. This position schedules pickup and delivery schedules for office moves, and general surplus activities. Responsible for inspection and evaluation of the quality and value of products and determines the proper inventory management of the property. Also responsible for reporting cost saving benefits on surplus and moving activities. This position provides coverage for Internal Support Unit's support of records and vehicle coordination. Key responsibilities include: * Manages and maintains a warehouse for the surplus and storage needs of ISS. * Maintains and keeps current data base of surplus inventory and calculates overall department savings when items are repurposed instead of purchasing new. * Maintains a database of work performed, for whom, time spent, cost benefit analysis * Pickups and/or transports furniture or equipment to surplus and/or other locations statewide. * Provides organization and maintenance of the two Department trading posts and delivers special orders to appropriate personnel as requested. * Assists the Internal Support Manager with fleet management by compiling and distributing vehicle usage reports, issuing fuel cards and activating PIN numbers for users. * Serves as back-up to the mail room staff as needed. Picks up, sorts and delivers mail; handles treasury deposits and records deliveries. * Performs a variety of other professional, administrative and technical assistance tasks including coordinating special projects and events, assisting other DPHHS work units on a statewide basis. Physical and Environmental Demands: Must be physically able to operate a variety of equipment including pallet jacks, hand truck and various hand tools. Must be physically able to operate a motor vehicle and a 3-ton manual transmission cargo truck. Must be able to exert up to 75 pounds of force occasionally, and/or up to 25 pounds of force frequently, and/or up to 10 pounds for force constantly to move object. Must be able to continually walk, stand, climb, stoop, bend, kneel, reach and lift and carry heavy items. This position requires frequent statewide travel including overnight stays and daily travel within town to pick up or deliver surplus items and/or pick up storage records as requested. Routine in-town and scheduled out of town travel required.
