Job Summary

AECOM is looking for an Logistics Analyst to provide logistics management and expertise in support of all ongoing Program Office engineering [HM&E, Combat Systems, Non-Propulsion Electronic Systems (NPES)], logistics and financial management efforts as required by Program Offices including PMS 404, PMS 415, and SEA073. Team Submarine provides improved communication among the various offices that contribute to the design, acquisition, maintenance, and support of the World's finest submarine force. It fosters accurate decision making via more and higher-fidelity information on the multifaceted challenges that arise through translating Washington directives into Fleet implementation.

Job Responsibilities:

  • Maintain a library of logistics documentation.

  • Collect source data and help create POA&Ms for program improvement project.

  • Review, recommend modifications, identify deficiencies, and draft comments on integrated logistics support related contract data requirements lists (CDRLS).

  • Record meeting minutes and action items from all logistics related meetings, and develop ILS schedules.

  • Monitor, track, investigate, and provide status of supply support efforts, provisioning processes, and the procurement, receipt, and stowage aboard ship of repair parts, equipage, and test and support equipment.

  • Assist in planning Configuration Management (CM) support implementation for specific programs, ensuring that all CM elements are addressed, tracked, and evaluated during the system life cycle.

  • Participate in the development, maintenance, and updating of Training Planning Process Methodology (TRPPM), Navy Training System Plans (NTSP), instructional data and material, training curricula, Interactive Electronic Technical Manuals (IETMs), and course evaluations.

  • Recommend and coordinate processes, procedures, and techniques required to acquire and support training, training devices, and training equipment.

Minimum Requirements

  • Bachelor's degree in related field desired.

  • 10+ years' experience with DOD acquisition / In-Service Programs.

  • 10+ years' experience with Navy Programs.

  • 5+ years' O&M,N experience. This includes but is not limited to working with O&M,N, STARS PRISMS, AUTODOC , PBIS, NHS, execution, expenditures/obligations, exposure to metrics (ob/exp), creating Spend Plans, preparing Congressional Staffer Briefs, FMB, OSD, Presidents Budget Exhibits, Excel spreadsheet capability, POM experience, EVM analysis, ULO's/NULO troubleshooting, CPAR status reports, and understanding/knowledge of different types of contracts.

  • Experience with International/Joint/FMS program Financial Management to include execution, recon and case closure, and admin budget procedures.

  • O&M,N experience with Undersea Weapons/Torpedoes preferred.

  • Knowledge of operational requirements development process, and specification traceability. Knowledge of DoN T&E practices.

  • Active SECRET security clearance required.

Maintain logistics information using existing databases, including uploading new information and deleting obsolete information, as required. Basic Qualifications: * 3+ years of experience with direct logistics support to an acquisition program management office in a DoD environment * Experience in working with logistics programs, performing logistics elements, and supporting DoD projects, including performing operational or technical logistics work * Experience with the analysis, preparation, and presentation of data to leadership * Experience with Microsoft Office, including Word, Excel, and PowerPoint * Knowledge of DoD ILS tools * Ability to facilitate meetings and briefings on behalf of the client and organize and execute client meetings * Secret clearance * HS diploma or GED Additional Qualifications: * Experience with DoN acquisition programs and policies * Experience with maintaining a tracker for production and depot type programs via Microsoft products * Experience in collaborating and coordinating with a cross-matrix organization to ensure contract deliverables are adequately reviewed from a total logistics support perspective and approved in accordance with contract requirements * Experience in working with various military services to validate ILS requirements and implement logistics support plans to meet requirements * Experience with gathering technical information, calculating and analyzing data, and presenting logistics metrics * Experience with assessing and presenting production issues and challenges and identifying and recommending solutions to leadership * Experience with evaluating ILS impacts in CM documentation and engineering change proposals * Ability to comprehend and apply reliability, maintainability, and logistics requirements as documented in USC Title 10, DoDI 5000.02, DoDD 5000.01, and NAVINST 5000.2 * BA or BS degree or 7 years of experience with military logistics * Logistics or Program Management Certification preferred Clearance: Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; Secret clearance is required.
