Responsibilities

This position is located in an Area Office, USDA, Rural Development (RD). This position serves as a trainee assisting higher graded technicians in performing a variety of technical and clerical support functions involving mortgage loans, grants and loan guarantee programs.

  • Reviews loan/grant documents, forms, and materials for adequacy, completeness, accuracy, and conformance with program eligibility requirements.

  • Explains programs to customers and responds to technician inquiries from internal or external customers.

  • Uses multiple electronic data systems to input, track, and update information on applicants and recipients.

  • Research payment information, assists borrowers with payment issues, and reconciles borrower accounts.

  • Prepares and reviews closing related documents to ensure adequacy, completeness, and accuracy of information.

  • Performs routine clerical functions such as phone coverage, mail, monitoring supplies, and timekeeping duties.

  • To be eligible for appointment to this position, the new hire must be cleared to come on board once the results of the fingerprint check, review of the OF-306, Declaration for Federal Employment, and the candidate's Electronic Questionnaires for Investigations Processing (eQIP) entries have been reviewed and determined to be satisfactory. This position requires a favorable credit check as part of the background investigation.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including the following specialized experience and/or education as identified by grade level.

For the GS-05 grade level: Applicants must possess 1 year of specialized which is equivalent to at least the GS-04 or its non-Federal equivalent that demonstrates: Experience examining loan documents and/or related records to ascertain sufficiency and accuracy; maintaining statistical reports. Such experience may have been gained in occupations such as title clerk, loan/mortgage clerk, real estate clerks/processors, city clerks, business lending clerks, or other similar fields of employment OR 4 years of education above high school. Equivalent combination of education and experience are qualifying for this grade level.

For the GS-06 grade level: Applicants must possess 1 year of specialized experience which is equivalent to at least the GS-05; or its non-Federal equivalent that demonstrates: working with legal instruments and documents, such as mortgages, deeds, titles, liens, promissory notes, and contractual obligations; processing mortgage loan payments, debt collection, or other similar work. There is no substitution of education for experience at the GS-06 level.

VIEW JOBS 11/29/2018 12:00:00 AM 2019-02-27T00:00 Job Purpose and Scope: The Agricultural Loan Operations Specialist provides administrative, clerical, and loan service processing support for the Agricultural Loan Division. Essential Job Functions: * Serves as first point of contact for all internal and external calls to the department. * Coordinates with lenders all applications received via fax and electronic submission. * Handles dealer applications and manages the funding process. * Produces reports, including monthly usage reports, multiple reports documenting daily, weekly, and monthly results, and credit reports as needed. * Prepares and mails Adverse Action Notices to declined applicants as required by law. * Assembles loan files for Credit Administration/Loan Review. * Documents and requests monthly disbursement of dealer reserve accounts. * Reconcile monthly reports to lenders' monthly application/funding results. * Serves as liaison to ensure the bank is meeting the customers' needs and to maximize the customer/bank relationship. * Posts all payments to the Ag Lending cost center. * Handles all construction, repair disbursements, and obtaining lien waivers. * Verifies that all annual requirements have been met by the servicing L/O's. * Uploads insurance policies and troubleshoots to find those that have not been uploaded. * Assists Loan operations as needed. * Prepares FSA reports. * Processes loan closure and submits it to the designees accordingly. * Maintains good punctuality and attendance to work. Marginal Job Duties: * Develops familiarity with bank products and services to have the ability to cross sell. * Provides back up support as needed for commercial lending.
