POSITION TITLE: Literacy Director REPORTS TO: Executive Director of Elementary Education BEGINNING DATE: Open Until Filled

KNOWLEDGE SKILLS and ABILITIES:

  • Broad knowledge of the current evidence-based educational practices in teaching and knowledge of the structure and content of curriculum

  • Comprehensive knowledge of the methods, materials, procedures, and practices aligned with the Science of Reading, LETRS, and the Core Knowledge Language Arts Curriculum

  • Ability to compile, analyze, and evaluate data to collaboratively develop improvement strategies that result in improved student achievement outcomes

  • Ability to assist staff in providing appropriate educational opportunities for children

  • Ability to establish and maintain effective working relationships with administrators, teachers, support staff, parents, and community members

  • Ability to manage fiscal, physical, and human resources to successfully carry out the function and programs of the office

  • Ability to communicate effectively, both orally and in writing

  • Ability to counsel and develop staff

  • Technological proficiency

EDUCATION AND TRAINING:

  • Master's degree in Educational Administration or Curriculum and Instruction from an accredited college or university is required

  • Licensure and/or Master's degree in K-12 Reading preferred

  • Must hold a valid North Carolina teaching license

  • Experience in instructional coaching, administrative, or curriculum/instructional leadership required

TERM OF EMPLOYMENT: 12 months

SALARY: Central Office Administrative Salary Schedule

FLSA STATUS: Exempt

PERFORMANCE RESPONSIBILITIES:

  • Leads and monitors the K-3 Read to Achieve (RTA) program including K-5 universal screeners, individual reading plans, summer camps, and K-12 literacy initiatives;

  • Supervises and evaluates the elementary and secondary ELA content coordinators;

  • Collaboratively leads the processes of curriculum development, implementation, identification of resources, and professional development;

  • Aligns district literacy efforts with the OCS Instructional Framework to improve student achievement as measured by EVAAS and NC Accountability model;

  • Directs content coordinators and instructional coaches in disseminating and coaching for effective strategies for improvement in teaching and learning outcomes;

  • Provides advice and counsel for principals on matters pertaining to curriculum selection, implementation, delivery, and evaluation;

  • Designs, coordinates, and evaluates staff development at the classroom, school, and district levels;

  • Participates in scheduled state, district, and regional meetings to influence policy and processes and ensure OCS is aware of and fulfilling legislative and NCDPI literacy requirements;

  • Plans and leads summer curriculum work to ensure that unpacking documents, priority standards, pacing guides, and formative assessments are reviewed and updated as needed;

  • Analyzes data and identifies appropriate tiered interventions that align with the Science of Reading, OCS Literacy Intervention Plan, OCS MTSS process, and district resources;

  • Plans and leads family and community engagement events to communicate NC and OCS literacy efforts to increase parent and community involvement and elevate the urgency of students reading on grade level;

  • Develops processes to promote high-quality literacy professional learning and job-embedded coaching for teachers;

  • Manages the preparation of office budget requests and monitors expenditures;

  • Interprets changes to the North Carolina Standard Course of Study and legislation to inform coordinators, instructional coaches, district leaders, and school administrators of the implications of those changes;

  • Performs other duties and responsibilities related to literacy instruction as assigned by supervisor.

PHYSICAL REQUIREMENTS:

  • Ability to be physically active, which includes, but is not limited to standing, pushing, pulling, squatting, bending, sitting, walking.

  • Ability to reach with hands and arms routinely.

  • Ability to operate technology for prolonged periods of time.

  • Ability to carry furniture such as tables and chairs, supplies and materials.

  • Must be able to lift up to 15 pounds routinely and 30 pounds occasionally.

  • Must be able to visually and orally communicate with staff and students.

  • Must be able to drive to variety of school sites.
