Liquor Control Investigator Trainees employed by the County of Kauai, are required to use their personal vehicles, and will receive a monthly automobile allowance of $500.00.

In addition, the County covers the cost of public liability and property damage insurance to include no-fault insurance for the vehicle.

Duties Summary

Serves in a trainee capacity receiving orientation and training in the principles and

practices, methods and techniques of liquor inspection and investigation; and performs

other duties as required.

Qualification Requirements

MINIMUM QUALIFICATION REQUIREMENTS

Training & Experience: A combination of education and experience substantially equivalent to graduation from high school; and

  • one (1) year of general work experience, and
  • two and one half (2 ½) years of specialized work experience.

Qualifying General Work Experience:

Any work experience which may involve the basic skills: reading, writing, computation, and communication.

Qualifying Specialized Work Experience: Work experience which involved the examination, interpretation, and/or application of laws, ordinances, rules and regulations, and/or policies and procedures.

License Requirement: At the time of appointment, the candidate selected for hire will need to possess a valid motor vehicle operator's license.

Knowledge of: Basic inspectional and investigative procedures and techniques; report writing; standard methods used by business establishments for keeping records; functions and jurisdiction of other enforcement agencies.

Ability to: Interpret and explain laws, rules, and regulations; meet and deal effectively with a wide variety of people and elicit necessary information; gather, verify, and evaluate facts and evidence; prepare clear and concise reports.

Tests: Applicants will be required to qualify on an appropriate examination. For this recruitment you must qualify on a written or oral test designed to measure your knowledge and skills necessary for satisfactory performance of the duties and responsibilities of this class of work. Your examination grade will be based on 100% of the test score.

  • Please note exams are held ONLY on Kaua'i. We do NOT conduct testing in other jurisdictions.

  • When attending the exam, please be prompt. There will be no admittance once the door is closed.

  • The exam dates are to be determined.

Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.

Special Working Conditions: Irregular hours, shift, weekend, and holiday work as required.

Note: Calculation of experience is based on full-time, 40-hour work weeks and counted up to the last full month prior to the recruitment close date. Part-time experience will be pro-rated. Example: Twelve months of experience at 20 hours per week is equivalent to six months of experience. In addition, hours worked in excess of 40 hours per week will not be credited. Example: Twelve months of experience at 60 hours per week is equivalent to one year, not one and one-half years.

Eligible lists may be used for temporary and permanent vacancies for the class of work during the life of the eligible list. Temporary appointments may lead to conversion to permanent employment.

Substitutions Allowed:

The following may be substituted for education:

  • Four (4) years of full-time general work experience may be substituted for a high school diploma.

  • Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months).

  • An Associate's, Bachelor's, Master's, or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement.

The following may be substituted for experience:

  • Successful completion of semester credits leading towards a degree or diploma from an accredited community college, trades school, may be substituted for up to four (4) years of the specialized work experience requirement (15 semester credits = 6 months).

  • An Associate's degree from an accredited community college, business, or technical school, may be substituted for two (2) years of the specialized work experience requirement.

  • A Bachelor's degree from an accredited college or university may be substituted for up to four (4) years of the specialized work experience requirement.

  • A Master's or PhD degree from an accredited college or university may be substituted for up to one (1) year of the specialized work experience requirement.

  • Successful completion of semester credits leading towards a degree or diploma from an accredited community college, trades school, may be substituted forup to four (4) yearsof the specialized work experience requirement (15 semester credits = 6 months).

  • An Associate's degree from an accredited community college, business, or technical school, may be substituted for two (2) years of the specialized work experience requirement.

  • A Bachelor's degree from an accredited college or university may be substituted for up to four (4) years of the specialized work experience requirement.

  • A Master's or PhD degree from an accredited college or university may be substituted for up to one (1) year of the specialized work experience requirement.

If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant.
