Business Unit: Health Care Quality & Affordability

The Health Care Quality and Affordability team is made up of about 1,000 doctors, nurses, pharmacists, strategists, industry experts and innovators with a single vision to transform the delivery of health care. Every day, we work together to improve the quality of patient care for our members while lowering health Care costs to ensure all Californians have access to the care they deserve.

How do we do it? Through partnership, innovation, and thought leadership.

We continue to expand our network of providers to ensure state-wide access to care. We evaluate analytic and digital health tools that simplify care delivery while improving member health status, health care quality and affordability as well as member and provider experience. We provide high-touch services to members from experienced clinical teams. You'll also find us collaborating with our federal and state legislative officials to help shape policy to advance our Blue Shield mission.

Position Summary:

The Duals Education Specialist (The Specialist) is responsible for educating new dual members and current dual members through phone calls, home visits and group education or a combination of methods. The goal is to increase member knowledge on all plan benefits so the member will know how to access services.

Specific Responsibilities Include:

Executes all processes required to implement member education to help members understand all components of their benefits especially how to access care. Education will be through one or more of the following methods: home visits, phone calls, group meetings or a combination of methods. Training content will accommodate both visual and auditory styles of learning.

  • Employee must documents all member educational interactions using the processes developed by the department.

  • Works with internal departments to give and receive update as well as to coordinate member events

  • Represents department at external and internal meetings to share successes and barriers with member education.

  • Other duties as assigned by Supervisor or Director

BSC offers a competitive compensation package comprised of base salary, annual bonus, and full employee benefits (including a defined benefit plan for pension and retiree medical).

Minimum Education & Experience

  • Typical education and experience required and preferred, including licensing requirements, special training and certifications.

  • Minimum of one year working in a managed care organization with Medicare and Medi-Cal members on benefits

  • High School Grad Required


  • Bachelor degree preferred


  • Bilingual English Spanish required

  • Knowledge of adult learning theory

  • Experience explaining health insurance benefits over the phone, individually and in group settings

  • Medical terminology desirable

  • Ability to work independently and prioritize tasks

  • Ability to defuse difficult situations

  • Strong computer skills (Word, Excel and Power Point)

  • Must have valid California driver's license because travel is required

  • Proof of auto liability insurance
