The Position

This position is open until the needs of the City are met, so interested applicants are

GENERAL PURPOSE

Under general direction, patrols City beaches, parks, lagoon, and ocean waters, to ensure proactive and expeditious accident prevention and response; responds to City beach and water-related accidents and emergencies; enforces compliance with state and local laws, including beach ordinances; maintains lifesaving and other related equipment and facilities; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS

Seasonal Lifeguard I is a supervised journeyman level seasonal position in the Seasonal Lifeguard series of positions. Seasonal Lifeguard II is a seasonal supervisory position responsible for providing job knowledge and mentorship for lower-level Lifeguard staff as well as performing all duties within the Seasonal Lifeguard series.

Selected candidates will be invited to complete a mandatory performance test and interview process conducted by the Lifeguard Division of the Community Services Department.The performance test and interviews are tentatively scheduled for March 23, 2024.All applicants must submit an application and sign a participationwaiverprior to testing. Interested candidates should review the detailed information below about the tryouts and required Lifeguard Academy certification in the supplemental information section of this posting.

The Essential Duties

Seasonal Lifeguard I

Examples of Essential Duties Include:

  • Observation of beach from lifeguard tower, vehicles, and boat;

  • Performs ocean rescues of waders, swimmers, surfers, or other, utilizing swimming and/or rescue board;

  • Performs first aids, including CPR and other first responder care;

  • Provides weather, ocean, and other information, to the public;

  • Enforces municipal ordinances regarding use of beaches and parks;

  • Cleans, services maintains and makes minor repairs to vehicles, boats, and equipment, and participates in the daily upkeep of facilities and grounds;

  • Maintains daily records of activities and completes reports on same;

  • Performs other related duties.

Seasonal Lifeguard II

Examples of Essential Duties Include:

In addition to the duties listed for the Seasonal Lifeguard I, the following apply:

  • Provides direction and supervision over Seasonal Lifeguard I staff;

  • Operates specialized lifesaving equipment;

  • Assists in supervising the lifeguard activities of subordinate seasonal employees on a limited basis, as directed.

The Desired Minimum Qualifications

Knowledge of:

  • Ocean, weather, surf, beach and environmental conditions.

  • First aid practices, terminology and techniques.

  • Cardiopulmonary resuscitation practices, terminology and techniques.

  • Practices, terminology and techniques to operate general lifeguard and rescue equipment, such as radio equipment and paddleboards.

  • Municipal codes and ordinances regarding use of beaches and parks.

  • Applicable federal and state laws, including state boating laws.

Ability to:

  • Alertly observe and analyze public safety situations and determine appropriate course of action.

  • Establish and maintain effective working relationships with staff and the public.

  • Communicate effectively both orally and in writing.

  • Interpret, apply and explain applicable laws, codes and ordinances.

  • Apply medical care at the basic life support level.

  • Prepare and maintain clear, concise and accurate documentation.

  • Utilize sound, independent judgment within established guidelines.

  • Understand and follow oral and written instructions.

  • Remain calm, make sound decisions and respond appropriately in emergency situations.

  • Maintain personal physical endurance and agility.

Licenses; Certificates; Special Requirements

Seasonal Lifeguard I

Training and Experience:

A typical way of obtaining the knowledge, skills and abilities outlined above is completion of the City's junior lifeguard program or an equivalent combination of training and experience. Work experience as Seasonal Lifeguard I, Student Lifeguard, or equivalent position, is strongly desired.

Minimum Qualifications:

  • Minimum Age: 16 years at time of application;

  • City of Del Mar Lifeguard Academy Training certificate, or equivalent USLA approved academy;

  • Valid CPR for Healthcare Providers certification, or equivalent (must be attached with the application);

  • Valid First Aid certification - Course consisting of a minimum 43 hours of training (must be attached with the application);

  • Vision: 20/40 un-corrected by glasses or lenses;

  • Valid California Driver's License;

  • Must be a U.S. citizen or have appropriate documentation that you have the legal right to work in the U.S and possess a valid Social Security Card/ Number.

Seasonal Lifeguard II

Training and Experience:

Two seasons of part-time seasonal employment with a minimum of 800 hours paid work with the City of Del Mar, or other Lifeguard agency, as an ocean lifeguard.

Minimum Qualifications:

  • Minimum Age: 18 years of age at time of application;

  • Minimum two summer seasons as a Seasonal Lifeguard I with at least 800 hours of paid work with the City of Del Mar or one year as a full-time ocean lifeguard;

  • City of Del Mar Lifeguard Academy Training certificate or equivalent USLA approved Lifeguard Academy;

  • Valid CPR for Healthcare Providers certification, or equivalent; (must be attached with the application);

  • Valid Emergency Respondercertification, or equivalent; (must be attached with the application);

  • Possession of a high school diploma or GED;

  • Must be a U.S. citizen or have appropriate documentation that you have the legal right to work in the U.S and possess a valid Social Security Card/ Number.

Desirable Qualifications:

  • Inflatable Rescue Boat (IRB) Driver certification;

  • Inflatable Rescue Boat (IRB) Crew certification;

  • Cliff Rescue Technician;

  • Valid San Diego County Emergency Medical Techniciancertification;

  • SCUBA Open Water Diver certification;

  • Swiftwater Rescue Technician;

  • Incident Command System (ICS) Courses 100/200.

SUPPLEMENTAL INFORMATION:

Physical Demands:

While performing the duties of this class, an employee is frequently required to run, swim, paddle and walk long distances; stand and sit for long periods; climb or balance; stoop, kneel, bend, crouch or crawl; reach with hands and arms; talk and hear both in person from close and long distances and by phone or radio; use hands to finger, handle, feel or operate lifesaving equipment; and drive a vehicle. The employee regularly lifts, pushes or pulls persons or equipment over 100 pounds.

Specific vision requirements of this job include close vision, distance vision, use of both eyes, ability to distinguish basic colors and shades; depth perception, peripheral vision and ability to adjust focus.

Mental Demands:

While performing the duties of this class, the employee is regularly required to use written and oral communication skills; observe and interpret people and situations; analyze and solve problems; perform work on multiple, concurrent tasks with constant interruptions; work under intensive pressure and deadlines; interact with the public, management and representatives of other governmental agencies and deal with distressed, dissatisfied or abusive individuals.

WORK ENVIRONMENT

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this class. The employee regularly works under outdoor weather conditions, is routinely exposed to the sun, may be exposed to extreme heat or cold; works on uneven and/or slippery surfaces and is periodically exposed to hazardous conditions/situations.

Performance Test Information

The Lifeguard Division of the Community Services Department will conduct a mandatory performance test with selected applicants. This performance test is tentatively scheduled for

March 23, 2024, at 8:00 am. The performance test will include a 200m-800m-200m Run-Swim-Run; 800 meter paddleboard, which will be evaluated on a pass/fail basis; and 800 meter run. Candidates that pass the performance test will be invited to participate in an interview process following the performance test.

What to bring on test day:

  • warm clothes
  • swimsuit
  • wetsuit (if desired)
  • towel
  • clothes for the oral interview

No fins or other swimming aids will be allowed to be worn during the physical agility or swim test. Other testing methods may be used if deemed necessary.

Pre-Employment Screening

Post-employment offer, candidates will be required to pass a Department of Justice Live Scan finger printing and a pre-employment physical to ensure the candidate meets United States Lifeguard Association Health and Fitness standards and the physical requirements of the Seasonal Lifeguard position. USLA Health & Fitness Standards include adequate vision, hearing acuity, physical ability and stamina to perform the duties of an open water lifeguard as documented by a medical doctor, or the doctor's designated physician's assistant.
