Job Overview

The Illinois Environmental Protection Agency (EPA), Bureau of Water (BOW), Infrastructure Financial Assistance Section, State Revolving Fund Unit is seeking to hire Life Science Career Trainee (Option E). The ideal candidate will participate in the agency sponsored training program for a six to twelve months duration. This trainee position receives working assignments designed to develop knowledge, understanding and practical skills consonant with various professional life sciences career disciplines within the State Revolving Fund Unit. As a LSCT, you will receive controlled assignments in a broad range of departmental activities with increasing difficulty and responsibility.

Essential Functions

35% 1. Participates in an Agency sponsored training program up to twelve months in duration, receiving training and work assignments designed to develop knowledge and understanding and practical skills in performing beginning level professional duties and participating in routine reviews of grant and loan funded projects for the construction and rehabilitation of public water supply, wastewater and stormwater facilities for the State Revolving Fund (SRF) Unit, Infrastructure Financial Assistance Section, Bureau of Water;

  • Coordinates and prepares written comments, correspondence, and documentation related to planning documents.

  • Prepares an environmental impact assessment and project summary documents for loan and grant applications for the proposed projects.

20% 2. Receives training to gain knowledge in assisting with routine projects and activities related to the development of loan and grant programs, the prioritization of applications and all state and federal reporting requirements.

20% 3. Receives training in assisting applicants and/or their representatives in completing routine loan and grant applications and their documentation;

  • Coordinates review of documents.

  • Maintains written and electronic records relating to documentation.

  • Prepares loan and grant offers for approval.

10% 4. Attends and participates in training activities to expand knowledge in the design, construction and operation of wastewater, stormwater and community water supply systems;

10% 5. Attends and participates in staff meetings, conferences, workshops, seminars, and other activities which will provide meaningful learning experiences;

05% 6. Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

1.Requires a bachelor's degree in some field of the life sciences.

2.This class is included as an Upward Mobility Program credential title.

Preferred Qualifications (In Order of Significance)

1.Prefers ability to prepare comprehensive written and oral reports.

2.Prefers ability to understand and follow oral and written instructions.

3.Prefers ability to profit from training received in the designated area of state government.

4.Prefers ability to establish and maintain harmonious working relationships with other employees and agency

representatives.

5.Prefers the ability to utilize a personal computer with knowledge of Microsoft Word and Excel software.

6.Prefers the ability to communicate on a daily basis by telephone and e-mail with loan applicants and their consulting

engineering representatives.

7.Prefers basic math skill including knowledge of percentages, fractions and prorations.
