Life Cycle Logistics Management Analyst - Level II

Location: Fort Belvoir, VA

Salary: 70K-115K; Commensurate with education/experience

Clearance: DoD Secret

Focus Description:

Tracks and monitors statuses of taskers and staffing actions assigned to or generated by PSM Office. Retrieves up-to-date data and information from authoritative sources and maintains local collections and visualizations in support of logistics and product support functions across the PEO. Manages and completes routine, recurring external taskers dependent on these data and information to eliminate/reduce the need for tasking PMs.

Life Cycle Logistics Management Analyst Level II:

Integrates and plans for the 12 Integrated Product Support Elements (IPSE) in all phases of the sustainment and acquisition processes.

Responsible for assisting in the planning, developing, coordinating, defending and executing all aspects of the PEO/PMs Life Cycle Logistics support under the processes of DoD acquisition and sustainment.

Produce acquisition logistics documentation in support of the PEO/PMs products.

Develops plans and projects, determines needs, investigates and resolves problems, interfaces with other functions and stakeholders, prepares capital assets and operating requests, and manages functional areas.

Assist in logistics automation using enterprise planning tools (GCSS-Army, DPAS, LMP, and etc.) for acquisition and sustainment operations.

Major Life Cycle Logistics/Product Support Tasks are:

  1. Develop, update and implement a comprehensive product support strategy (PSS) within the associated Life Cycle Sustainment Plan (LCSP) in accordance with Title 10 U.S.C. 4324, previously 2337 and DoDI 5000.91.

  2. Ensure the LCSP is informed by appropriate product support analysis planning that includes predictive analysis and modeling tools to improve material availability and reliability, increase operational availability rates, and reduce operation and sustainment costs. (ref. MIL-HDBK-502 current revision).

  3. Conduct appropriate cost analyses to validate the PSS and LCSP, including cost-benefit analyses, as outlined in OMB Circular A-94.

  4. Ensure achievement of desired product support outcomes through development and implementation of appropriate Product Support Arrangements (PSAs).

  5. Adjust performance requirements and resource allocations across product support integrators (PSIs) and product support providers (PSPs) as necessary to optimize implementation of the PSS.

  6. Periodically review PSAs between the PSIs and PSPs to ensure the arrangements are consistent with the overall PSS.

  7. Prior to each change in the PSS, or every five years, whichever occurs first, revalidate any business-case analysis performed in support of the PSS.

  8. Ensure the PSS maximizes small business participation at the appropriate tiers.

  9. Ensure that PSAs for covered systems13 describe how such arrangements ensure efficient procurement, management, and allocation of Government-owned parts inventories to prevent unnecessary procurements of such parts.

  10. In coordination with the PM, determine the applicability of preservation and storage of unique tooling associated with the production of program specific components; if relevant, include a plan for the preservation, storage, or disposal of all production tooling.

  11. Identify obsolete electronic parts that are included in the specifications for an acquisition program of the DoD and approve suitable replacements for electronic parts

  12. Seek to use additive manufacturing (AM) to support joint force commanders and combatant command theater requirements, transform operations and supply chains, increase logistics resiliency, and improve self-sustainment and readiness in accordance with DoDI 5000.93.

  13. Leverage investments in sustainment technology to improve weapon system materiel availability and reduce life cycle costs in accordance with DoDI 5000.92.


Education/Experience Requirements:

  • High School/GED and greater than 14 years of relevant experience.

  • Associates Degree and greater than 12 years of relevant experience.

  • Bachelors Degree and greater than 5 years of relevant experience.

Minimum Experience Required:

  • Demonstrated competency in communication, leadership, logistics automated systems, team management, and risk management.

Special Knowledge/Certifications:

  • Equivalent of DAWIA Certification Level II for Life Cycle Logistics

  • Knowledge of Life Cycle Logistics regulations and policies including DoD 5000 series, AR 70-1, AR 700-127, and AR 700-142.
