Job Description and Duties

The California Department of Social Services (CDSS) serves, aids and protects needy and vulnerable children and adults in ways that strengthen and preserve families, encourage personal responsibility and foster independence. CDSS employees are our most important resource in serving California's needy and vulnerable children and families.

The CDSS CCLD is currently accepting applications for a Licensing Program Manager III, Associate Program Administrator (APA). Under the direction of the Child Care Program Administrator (CEA A) of the Community Care Licensing Division, The APA is directly responsible for all licensing and monitoring activities of the Child Care Licensing Offices in Region Four. The (APA) provides operational direction to reporting offices and bureaus, ensures uniform enforcement of regulations using statewide procedures and standards, and reviews and recommends appropriate administrative actions against child care facilities violation statues and regulations.

The APA represents the Child Care Program at regional meetings and conferences at local, state, and federal level with relationship to the State and Local Agencies and provides input on issues related to licensing regulations and requirements. The APA is responsible for oversight of special projects carried out within the program related to child care quality or testing of alternative standards or regulatory approaches.

The APA conducts frequent meetings with staff to train on procedures for consistent application. In addition, the incumbent makes regular visits to the licensing offices within the designated areas of their responsibility to review office operations and management information statistical reports. The APA has significant contact with the Program Administrator, the Assistant Deputy Director, , the Legal Division, and other centralized support services within the Division and Department.

The APA is heavily involved in legal issues, particularly administrative actions against facilities. They also have substantial contact with the general public, legislative offices, the media, provider organizations, advocacy groups and a variety of professionals. The APA should have a background in the licensing program, sensitivity to administrative issues, and the understanding of how to use licensing resources.

Working Conditions

This position may be eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the Department of Social Services policies.

Use of a computer for several hours a day which may involve sitting most of the time but may include walking or standing for brief periods. Work hours and schedules may vary.

The LPM III position will be located in select CCLD offices. The selected candidate will be required to report to one of the following Regional Offices as deemed necessary based on Program needs: El Segundo, Monterey Park, or Santa Barbara.
