The City of Bend is actively recruiting one (1) regular full-time Licensing Manager in the Economic Development Division of the Community and Economic Development Department.  This position is FLSA exempt (not overtime eligible) and non-represented.

Reporting to the Economic Development Manager within the Community and Economic Development Department, the Licensing Manager performs professional, managerial work assigned to the Business Licensing and Special Events Program Area. Duties include direct supervision of program staff and managing the operations for all licensing and special event programs. Prioritizes program work, identifies tracking, and analyzes metrics, continuously improves programs to meet City requirements. Partners with internal and external stakeholders to maintain City guidelines while resolving customer concerns. Works to develop program goals, program budgets, and the strategic direction of the program within the established guidelines of the Economic Development Manager.

Duties and Responsibilities

The individual in this position is expected to engage in the following work-related activities.

  • Oversees assigned program including managing program staff, establishing priorities, developing strategies to achieve program goals and objectives, and evaluating program performance.

  • Identifies program components and creates and implements program policies and procedures. Leads continuous improvement efforts.

  • Oversee, develop, and administer budget with minimal restrictions/prescribed parameters from the Division Manager. Monitors program expenditures within an approved budget.

  • Works to resolve citizen complaints, partners with City communications staff and the Business Advocate to identify and complete public outreach efforts related to licensing programs.

  • Ensures regulatory compliance and adherence to policies and procedures and maintains legally required documentation for assigned program.

  • Prepares and presents program reports, status updates, and other important information to stakeholders. May present to City Council on program status and policy changes.

  • Maintains substantial contact with others outside own workgroup including the general public, vendors, partners and City of Bend leadership. Contact may involve discussion or problem resolution related to policies and programs requiring discretion and cooperation. Utilizes internal partners to assist with resolution.

  • Supervises program team including training, assigning work, and evaluating work. Acts as a resource and provides direction, guidance, and leadership to staff.

  • In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities, and infrastructure.

  • Performs related duties as necessary to achieve the objectives of the position.

  • Maintain working knowledge of regulations related to program content as well as internal policies and procedures.

  • Maintain working knowledge of project management, continuous improvement, and strategic planning principles.

  • Maintain working knowledge of fundamental elements and best practices for implementing programs and managing change.

  • Maintain a high volume of tasks at one time including organizing and prioritizing own work and the work of others.

  • Work independently with minimum direction while also working as part of a team and collaborating with others.

  • Communication, interpersonal skills as applied to interaction with coworkers, supervisors, the general public, and other stakeholders sufficient to exchange or convey information to provide and receive work direction.

  • Demonstrate high attention to detail.

  • Maintain working knowledge of software programs such as Microsoft Office and other interactive computer programs.

Ability Requirements

The following capabilities are required to perform the essential functions of this position.

  • Effectively communicate with others verbally and in writing, including by phone, e-mail, or in person.

  • Understand, remember, communicate, and apply complex oral and/or written instructions and factual information.

  • Remain in a stationary position (sitting or standing) for extended periods of time, occasionally stand, walk, stoop, or kneel for extended periods of time.

  • Exert up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, to lift, carry, push, pull or otherwise move objects.

  • Maintain sustained concentration on computer screens and use keyboards and a variety of peripherals.

  • Work is generally performed in an office setting with travel required to off-site locations.

  • Ability to occasionally travel locally and regionally.

  • May be required to work untraditional hours including nights and weekends.

Education, Experience, Certifications and/or Licenses

The following are the qualifications for this position.      

Minimum Qualifications

  • Associates degree or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description. (Consistent with Classification)
  • 2 to 3 years' experience in a similar position and/or performing similar tasks
  • 1 year of Managerial experience

Required Certifications

  • Current and valid Driver's license per City policies outlined in the Employee Handbook.
