Criminal Justice Services (CJS) is responsible for promoting improvements in the criminal justice system through interagency cooperation, coordination, and planning. It was formed in 2010 by the Mecklenburg County Manager's Office in response to findings from a Justice & Public Safety Task Force.

Position Summary

Performs licensed clinical activities for an assigned Mecklenburg County program including criminal justice services, domestic violence, substance abuse, homelessness, child development, children and family violence or trauma exposures, and jail diversions. This position, under minimal supervision, may be responsible for performing diagnosis, assessment, and evaluation, and psychological testing; providing immediate clinical trauma response and intervention, providing direct counseling/therapy; performing treatment planning; conducting home/site visits; providing referrals, conducting training and preparing progress reports.

The Licensed Clinician is part of the Forensic Evaluations Unit's behavioral health diversion team that is specifically designed to identify and deflect/divert individuals with severe mental illness and/or intellectual/developmental issues from the criminal justice system into alternative programs and appropriate treatment in the mental health system. This position is designated for primary assignment to the Recovery Courts program.

This position will be located at 832 E. 4th Street, Charlotte, NC 28202.

Essential Functions

For assignment in Criminal Justice Services:

Collaborates with programs within Criminal Justice Services, judicial partners (Judges, District Attorney, Public Defender, law enforcement, etc.), behavioral health providers, and other partners to improve services to individuals with behavioral health disorders who encounter law enforcement.

Conduct court-ordered forensic evaluations as needed including, Capacity to Proceed to Trial, Comprehensive Clinical Assessment, Mental Health Evaluation, and/or Substance Use Assessment

Provides clinical consultation to law enforcement and other partners in regard to individuals with behavioral health disorders, which includes determining appropriate intervention/therapies; frequency of interventions; ongoing assessment of progress and needs; modifying therapeutic plans as required; and/or, performing other related activities.

Leads efforts in diverting and deflecting individuals with serious mental illness (SMI) from the judicial system and into appropriate treatment and support services in the community.

Lead and/or participates in multiple community collaboratives and committees in an effort to improve community safety and outcomes for clients.

Participates in multidisciplinary staffing of individuals with behavioral health disorders involved in the Criminal Justice system and/or performs other related activities.

General:

Provide clinical treatment or assessments for clients (individuals, children, and/or families), which includes determining appropriate intervention/therapies; frequency of interventions; ongoing assessment of progress and needs; and modifying therapeutic plans as required.

Document clinical treatments and evaluations, which includes synthesizing information gathered by observation, interviews, and record reviews; records reviews and writes summary-style reports; and/or, performing other related activities.

Conduct biopsychosocial and social emotional evaluations, developmental assessments, and psychological testing on clients as appropriate to program assignment.

Participate in multidisciplinary staffing's regarding clients before and after evaluations, which includes gathering and synthesizing extensive information to make decisions with the evaluation team regarding evaluation tools and assessment methods; participating in client's level of overall functioning, diagnosis, and treatment recommendations; and/or, performing other related activities.

Facilitate case consultations with other staff to address the client's social emotional issues and/or problems.

Participate in revising service plans and interprets evaluation results for clients and/or caregivers.

Collect program evaluation data.

Enter and access clinical data in the electronic data base system.

Correspond and collaborate with interested/involved collaterals, community resources and service providers.

May be required to staff shelters in the event of a disaster.

Minimum Qualifications

Experience:

Minimum of two years of experience providing clinical services in the area assigned.

Education:

Master's degree in Social Work, Psychology, Counseling, or a related human services field.

Licenses and Certifications

Depending on the area of assignment NC Professional Licensure is required in one of the following areas: Licensed Clinical Social Worker (LCSW), Licensed Clinical Addiction Specialist (LCAS), Licensed Psychological Associate (LPA), or Licensed Clinical Mental Health Clinician (LCMHC)

Requires a valid North Carolina or South Carolina Driver's License

Requires County Driving Privileges

Annual Motor Vehicle Record (MVR) check required

Preferred Qualifications

Prior experience working with Justice-Involved individuals.

Prior experience working in Recovery Courts, including Mental Health Court, Substance Use Court, DWI Court, and Family Treatment Court (Juvenile Dependency).

Experienced in the practice of providing Trauma-Informed/Trauma-Responsive services.

10+ years of experience in behavioral health

Communication: Clearly conveying information and ideas through a variety of media to individuals or groups in a manner that engages the audience and helps them understand and retain the information provided

Patient Education/Health Promotion: Supporting, explaining, and instructing patient and patient's family (significant other, care giver, etc.) in understanding the clinical procedures and equipment used to facilitate optimum health status; promoting the lifestyle changes required of the patient and the patient's family to achieve optimum health status

Computer Skills

Proficient in various computer applications including Microsoft Office Suite
