Provides mental health assessment, diagnosis, treatment and crisis intervention services for adult and/or child members who present themselves from psychiatric evaluation with a broad range of mental health needs. Collaborates with treating physician, psychiatric and allied health professional team to plan and direct each individual members treatment program.

Essential Responsibilities:

  • Develops, implements, coordinates, and evaluates clinical treatment programs for the diagnosis, treatment, and/or referral of Health Plan members with acute or chronic mental illness. Participates in staff conferences to select, plan, and evaluate treatment programs. Provides outpatient psychotherapy to individuals, couples, families and groups.

  • Instructs and counsels patients and their families regarding compliance with prescribed therapeutic regimens and adherence to prescribed medication regimens, within the scope of practice. May administer specialized therapeutic procedures, as appropriate.

    Provides appropriate support to member's family. May develop and conducts psychoeducational classes and groups.

  • Prepares intake summaries, treatment plans, and case summaries and maintains ongoing confidential records. Charts member's treatment and progress in accord with state and NCQA regulations and in keeping with accepted community standards. May be required to participate in the department on-call rotation.

  • Collaborates with physicians in screening and evaluating patients for psychotropic medications, within the scope of practice. Utilizes resources of public and private agencies and community organizations to meet the needs of the member's treatment.

    May develop, implements, and evaluates behavioral medicine and health psychology programs in a variety of settings, including primary care. Provides consultation to other care providers and health educators on matters relating to mental health, health psychology and behavioral medicine.

  • May supervise Post Master's Fellows, Associate Clinical Social Workers, Associate Marriage Family Therapists or Associate Professional Clinical Counselors as needed if supervision course is completed.

  • May provide appropriate support to member's family, including explanation of treatment, instructions in how to support treatment and interventions to increase acceptance of and adherence to treatment, at member's request.

  • Utilizes resources of public and private agencies and community organizations to meet the needs of the member's treatment to include referral of the member and/or member's family to external resources, as appropriate.

    Participates in departmental program development, implementation and evaluation.

  • Reports safety concerns to mandated reporting agencies.

Basic Qualifications:




Master's degree in Social Work, Social Welfare from a clinical track, Clinical or Counseling Psychology or related field required from an accredited college or university.

License, Certification, Registration

Valid Licensed Clinical Social Worker, Licensed Marriage Family Therapist in the State of California or Licensed Professional Clinical Counselor with the State of California approval by the Board of Behavioral Science.

Must have a National Provider Identifier (NPI) or obtain NPI, prior to employment start date.

Additional Requirements:

Must be familiar with DSM-V as a means of diagnosis.

Has experience in assessing, diagnosing and treating a broad range of psychiatric conditions.

Excellent interpersonal and communication skills.

Knowledge of social service agencies, state regulations, and professional board standards as is related to member treatment, patient rights, and member/patient confidentiality.

May be required to participate in the department on-call rotation.

Knowledge of Evidence-Based Practice and psychotherapy research methods.

Knowledge of the bio-psycho-social functions that contribute to mental health.

Accuracy in diagnosing patients and developing effective treatment plans.

Competence in individual, family and group psychotherapy.

Professional maturity and ethical integrity necessary for assuming professional responsibilities.

Commitment to quality of service, teamwork, and participation in a highly interactive multidisciplinary clinic.

Ability to complete multiple tasks/objectives in a timely manner.

Must be able to work in a Labor/Management Partnership environment.

Preferred Qualifications:

Previous post license, experience as a member of a psychiatric treatment team in an outpatient or inpatient setting/program under licensed supervision.

Previous clinical responsibility to include crisis intervention, individual and group psychotherapy.

Demonstrated professional maturity and ethical integrity necessary for assuming professional responsibilities, preferred.

Demonstrated commitment to quality of service, teamwork, and participation in a highly interactive multidisciplinary clinic, preferred.

Demonstrated ability to complete multiple tasks/objectives in a timely manner, preferred.

Accuracy in diagnosing patients and developing effective treatment plans, preferred.

Competence in individual, family and group psychotherapy, preferred.

The individuals appointed to these positions may be assigned to such program components as inpatient psychiatric wards, out-patient mental health clinics, day treatment programs, crisis intervention, screening units, public health or a criminal justice mental health program. Mental Health Clinical Specialists provide psychotherapeutic intervention and treatment services to patients and/or clients and their families in an individual and group therapy environment. In addition, they prepare social case histories, refer patients or clients to appropriate community agencies, and perform specialized mental health services. Full-time, part-time, permanent intermittent (on-call), and project positions are available. Qualified Spanish-speaking persons are encouraged to apply. A monthly salary differential of $100 is paid to employees in positions that require bilingual proficiency. Typical Tasks * Provides psycho-therapeutic intervention, treatment, and other related mental health services to consumers and their families * Provides individual, family, and group therapy services * Participates in the evaluation of problems presented and in the formulation of diagnoses and the development of treatment plans * Prepares social case histories with particular emphasis upon psycho-social factors affecting the client * Coordinates with other staff members and community agencies in carrying out treatment and/or rehabilitation plans * Evaluates residential facilities for level of care and continuing program eligibility * Provides supportive services to board and care staff including training, treatment plan development, and liaison at the client level * Interprets and explains to clients, relatives, services to specific population groups (i.e., children and adolescents, older adults, detained persons) * May serve as a deputy conservator * Participates in specialized programs/projects or serves as a support person in program planning, evaluation, and policy developments * Participates in staff development programs and in staff conferences regarding clients and professional clinical approaches * Interprets and explains to clients, relatives, community groups about social and emotional factors pertaining to mental health illness * Refers clients to appropriate community agencies * Provides specialized mental health or related services to specific population groups (i.e. children and adolescents, older adults, detained persons) * Provides quality documentation and testifies in court as required * May serve as representative payee for clients * May be required to gather services statistics and write reports and correspondence * Utilizes a personal computer to send and receive work-related electronic mail, and access and maintain electronic records and files When assigned as a Team Leader, additional tasks may include: * Convene and facilitate team meetings * Provide clinical oversight and direction for the unlicensed staff and community support workers * Keep the Mental Health Supervisor/Manager informed of any critical incidents * Assist in the daily operation of the program or clinic, filling in as officer of the day when necessary * Participate as a member of the Utilization Review Committee * Assist in the training and orientation of new staff members * Provide feedback on ways to improve the delivery and types of clinical services offered to consumers * Arranges day-to-day staff work schedules for the unit, including relief coverage * Coordinates day-to-day programmatic and clinical decisions in response to operational demands * Conducts clinical discussions regarding complex and/or difficult cases * Responds to emergencies that occur on the unit * Coordinates the flow of information and clinical data to ensure program and/or shift continuity * Assigns cases to staff, taking into consideration urgent clinical intervention, general clinical necessity, current staff workloads and time factors * Coordinate/facilitate weekly chart reviews * Provides on-site feedback/training to staff regarding documentation issues * Conducts peer training regarding difficult documentation issues * Serves as liaison with UR/QI Administration concerning documentation issues/concerns * Serves as liaison with other units, services, and agencies Minimum Qualifications Licenses Required: 1) Possession of a valid California Motor Vehicles Operator's License. Out of state valid motor vehicle operator's license will be accepted during the application process 2) Possession of one (1) of the following professional licenses is required: either a) a current valid unrestricted license as a Clinical Social Worker issued by the State of California, Board of Behavioral Science Examiners; or b) a current valid unrestricted license as a Marriage and Family Therapist issued by the State of California, Board of Behavioral Science Examiners; or c) a current valid unrestricted license as a Psychologist issued by the State of California Board of Medical Quality Assurance, Psychology Examining Committee. Substitution for License: Either 1) possession of a Master's Degree in psychology or closely related behavioral science field from an accredited college or university, and current valid registration with the California Board of Behavioral Science Examiners as a Marriage and Family Therapist (MFT) intern or a Licensed Clinical Social Worker (LCSW) intern; or 2) possession of a Doctoral Degree in Psychology from an accredited college, university, or other educational institution accredited by the California State Board of Psychology. Incumbents qualifying under the Licensure substitution pattern work under the direction of a licensed clinician and perform a variety of mental health activities for which State of California license eligibility is required. As a condition of continued employment, incumbents qualifying under this substitution pattern must complete the training and experience requirements necessary to obtain and maintain licensure as a Marriage and Family Therapist (MFT), a Licensed Clinical Social Worker (LCSW), or as a Psychologist within the time periods prescribed by the governing bodies administering the issuance of these licenses.
