Job Description

The Licensing Manager position assigned to the Licensing and Revenue Section within the Customer Service Division, is responsible for managing the operational activities of the License and Revenue team, engaging in strategic initiatives as needed by leadership, and supporting the management of the more complex fiscal support duties.

Essential Duties

  • Supervises staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary recommendations.

  • Manages the daily activities of an assigned operational unit, which includes planning, coordinating, administering, and evaluating programs, projects, processes, procedures, systems, and standards; ensures compliance with Federal, State, and Local laws, regulations, codes, and/or standards.

  • Provides guidance and instruction on application processes for alcoholic beverage, adult entertainment, and massage establishment licenses.

  • Facilitates staff training and verifies staff follows the established policies and procedures

  • Coordinates with the Police Department and other County departments to implement the workflow for processing license applications which includes facilitating the Licensing and Revenue Board of Appeals.

  • Develops and implements operational procedures for denial or revocation of licenses.

  • Completes the following fiscal aspects of the section, including continued maintenance of: daily bank deposit, outstanding accounts receivables, processing payments returned by bank.

  • Serves as a liaison with external agencies and other governmental entities.

This job entails fiduciary responsibility and requires a credit check.

Grade

The grade for this position is C52(1). Salary will be dependent on education and experience.

Effective 4/11/2023, this position is eligible for the Employee Referral Program.

Minimum Qualifications

  • Bachelor's Degree in Business Administration, Finance, or Accounting AND

  • Seven years of progressively responsible business licensing experience including three years of supervisory experience

  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above will also be considered.

Each department is run by a director who is charged with managing operations in a manner which stresses the County's values.

In addition to the executive side of County government, certain services are provided through Constitutional officers and independent elected officials. These external offices are created by the Georgia Constitution or through state law. In Gwinnett, they include the Sheriff, Tax Commissioner, District Attorney, Solicitor, Probate Court Judge, and Chief Magistrate.
