Definition

The City of Colton's Community Services Department is now recruiting for a Library Specialist. This recruitment will be used to establish an eligibility list for current and future vacancies.

The filing deadline is March 17, 2024.

DEFINITION:

Under the general supervision of the Literacy Coordinator/Branch Supervisor, performs and coordinates a variety of paraprofessional library duties and activities including cataloging, selecting and maintaining library materials; promotes library services; maintains appropriate library work records; and serves as a technical resource for the general public.

DISTINGUISHING CHARACTERISTICS:

The Library Specialist is responsible for performing a full range of library duties and responsibilities. Incumbents are expected to demonstrate an understanding of all applicable policies, procedures and work methods associated with assigned library duties and assist in the training and general supervision of lower-level library staff and volunteers. The library specialist is expected to perform assigned duties with minimal supervision and at an independent level.

SUPERVISION EXERCISED:

May exercise direct and indirect supervision over clerical and/or volunteer staff.

Essential Functions

EXAMPLES OF ESSENTIAL FUNCTIONS:

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Perform and coordinate a variety of paraprofessional library duties and activities including cataloging, selecting and maintaining library materials.

  • Answer a variety of reference and other questions from library patrons; assist patrons in locating materials and using library computer software.

  • Perform a variety of duties and responsibilities at the circulation desk, check in all books and audio-visual material, prepare books and materials for processing.

  • Assign work to volunteers; monitor work activities to ensure proper work practices, work quality and accuracy; ensure compliance to applicable rules, policies and procedures.

  • Monitor program budgets; make recommendations to higher level library personnel for budget expenditures.

  • Assist in the training and motivation of volunteers and lower level library staff.

  • Maintain schedules for performing assigned duties; maintain appropriate work records and documents; prepare statistical reports on work activities as necessary.

  • Make recommendations for the selection of library and assigned program materials; assist in the review of new library materials as appropriate.

  • Coordinate and perform community relations activities; visit classes and public groups to promote the library and its services; make presentations before public groups and organizations.

  • May assist in shelving of books, periodicals, videos, cassettes and other library materials; discard old and outdated materials as directed.

  • Serve as a liaison with book vendors, other organizations and the general public; purchases materials for assigned program or work areas as necessary.

  • Maintain a variety of information boards, files and records including the vertical file, the job resources board and the public information bulletin board.

  • Perform a variety of clerical and general office functions including the daily sorting of mail.

  • May participate in organizational and community group meetings; respond to questions and inquiries.

  • Operate OCLC terminals and assists in obtaining books and materials from other libraries on loan status.

  • Perform light facility maintenance and custodial duties.

  • Maintain prompt and regular attendance.

  • Perform other related duties as required.

Qualifications

TRAINING AND EXPERIENCE

Any combination of education and experience that has provided the knowledge, skills and abilities is qualifying. A typical way to obtain this knowledge and abilities would be:

Education: A High School Diploma or General Education Diploma (GED) is required.

and

Experience: One (1) year of library clerk or technician experience, some college level course work in Library Science is desirable.

SPECIAL REQUIREMENTS:

  • Possession of or ability to obtain at time of appointment, a valid class "C" California Driver's License.
  • CPR/AED and First Aid certification is required within three (3) months of the time of appointment.

Additional Information

Knowledge of: Operations and standard operating procedures of a library services program, principles and practices of customer service library practices, operations and services for assigned programs and activities including the literacy program, reference methods and techniques and sources used in library work including genealogy, applicable Federal, State, and local laws, codes and regulations, modern office equipment including a computer and applicable software, methods and techniques for basic report preparation and writing.

Ability to: Courteously respond to community issues and organizational concerns and needs, develop and administer assigned program responsibilities, analyze a program issue and develop and implement an appropriate response, elect, train and motivate subordinate personnel, Perform technical library tasks, including catalog process, devise and maintain records, including those of a confidential nature, work independently, understand and follow oral and written directions, apply applicable laws, codes and regulations, establish and maintain effective working relationships, effectively operate a motor vehicle on City streets.

Job-based information:

This is a part-time position working 20-30 hours per week, may work weekends. The library closes at 8:00 p.m. The ideal candidate should possess an understanding of library operations, adult literacy programs, cataloging, software management, returning materials, customer service, dealing with all age groups, and knowledge of the Dewey Decimal System.

Candidates that successfully complete this process will have their names certified to an eligibility list good for one (1) year. This list will be used to fill current and future vacancies as they occur.

Temporary/Part-Time Appointments: Temporary/Part-time appointments do not qualify for City benefits, except for those required by law. The City does not belong to the Social Security system. However, enrollment in an alternative retirement program is mandatory which requires an employee contribution of 8% of base earnings. There are no rights to employment and employment may end with or without cause or advance notice.

Part-time shifts may not exceed 999 hours on a fiscal year basis (July 1 through June 30).

Eligible for 24 hours of sick time after working 90 days.
