Job Title:--Library Branch Manager

The primary purpose of this position is to oversee the operational management of a branch library including the planning, coordination and administration of Buncombe County library services.

Essential Functions of the position:

  • Select and purchase library materials to ensure the branch collection is kept current and meets the needs of the community and branch.

  • Plan, organize and implement children and adult programs and outreach services.

  • Provide responsive, high quality service to Library patrons by providing accurate, complete and up-to-date information, in a courteous, efficient and timely manner.

  • Personnel Management: Hire, develop, evaluate performance, provide feedback and disciplinary action as needed; develop and maintain a positive team work environment; provide effective, clear and timely communication.

Minimum Education, Training and/or Experience: Bachelor's degree in library science, information sciences, or a related field and two (2) years of experience in library or related work; or an equivalent combination of education and experience.

Duties, Responsibilities, and Other Functions:

Direct Personnel Management:

  • Assess staffing needs, screen applicants, conduct interviews and select the best-qualified candidate to fill vacancies within the unit.

  • Provide and/or coordinate appropriate training and development for new and existing employees, supply information, technology and reference materials necessary to perform specific jobs functions.

  • Assign staff duties, relative to classification and specific to job description, communicate the expectations for successful performance of those duties and ensure staff understands how performance will be measured.

  • Ensure an efficient and effective workflow, implement changes in routine work practices and procedures as needed to modify unit functioning according to client needs and employee capabilities.

  • Evaluate employee performance, provide ongoing feedback, and address performance issues in a timely manner.

  • Ensure a fully staffed, competent workforce and a safe and supportive work environment for all employees.

  • Assist employees with addressing and resolving concerns related to job duties, performance standards, and relationships with others.

Branch Management:

  • Provide professional reference assistance and reader advisory service to patrons.

  • Assist patrons in locating and using library facilities and materials; in selecting materials; and in answering a wide variety of questions.

  • Oversee the processing and cataloging of library material and determine the best sources of supply for the materials.

  • Ensure library collections are organized and maintained; compile bibliographies and assemble materials on special subjects; examine materials for replacement and discard.

  • Coordinate the selection and development of children and adult library materials and carry out programs to meet community needs.

  • Research, design, and implement outreach plans to respond to changing demographics in the community.

  • Serve as a subject matter expert by responding to inquiries, providing technical guidance, advice and expertise.

  • Address patron needs and concerns in connection with library activities and operations.

  • Process detailed data required for generating and maintaining Library records.

  • Keep current of library trends by reading and/or reviewing data and statistical information, professional materials, participating in professional associations, conferences, and continuing education opportunities.

  • Identify operational problems that may occur in a library and effectively resolve such problems in collaboration with library management.

  • Provide circulation desk services at the Library service desk including checking materials in and out, registering patrons for a borrower's card and collecting fines and fees as needed.

Knowledge, Skills, Abilities, and Other Abilities:

  • Considerable knowledge of modern library methods, procedures and techniques; library materials, and the role of the public library in the community.

  • Ability to operate a variety of computer software and techniques used to implement library specific information technology.

  • Ability to organize, plan and prioritize projects and inspire belief in the value of library services to the community.

  • Ability to use standard library methods and principles in bibliography, cataloging, classification, circulation, and reference services.

  • Ability to plan and direct the work of library personnel.
