GENERAL DESCRIPTION

Under the general direction of the Director of Library Services, plan, direct, and organize public services, coordinate service activities, and manage the Abilene Public Library's public services division. The Librarian III - Public Services Manager - Main Branch serves as a member of the Library Services department management team.

SUPERVISION EXERCISED

Exercises direct supervision over professional, technical, and clerical staff.

IMPORTANT AND ESSENTIAL DUTIES

Plan, organize, coordinate, administer, and direct the Public Services operations and other library subdivisions as directed. Maintain the Public Services division's policies and procedures.

Oversee all public programming at the Abilene Public Library.

Oversee community outreach partnerships and events. Maintain and manage agreements with community partners.

Manage and monitor budget and expenditures, as assigned by the Director of Library Services. Participate in the annual departmental budget preparation process.

Oversee public services-related technology, including the public services aspects of the Integrated Library System. Collaborate with the Information Technology department and the Abilene Library Consortium.

Oversee training and continuing education of Public Services staff.

Compile, prepare, and maintain essential reports, records, and statistics. Submit monthly reports of division activities to the Director of Library Services.

Operate personal vehicle to travel to all branches of the Abilene Public Library system regularly.

May serve in place of the Director of Library Services as needed.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

Demonstrated knowledge of library public services best practices and experience designing systems, policies, and procedures that improve accessibility to library materials, programs, and services.

Principles and practices of office management, work organization, and supervision skills.

Current mobile and digital platforms.

Basic reference sources and good research techniques.

Informational and recreational reading interests.

Safe driving principles and practices.

Leadership, personnel management, and supervisory principles and practices.

Skill to:

Efficiently and effectively interact with the general public, staff, and internal customers to provide exemplary library service.

Monitor the financial needs of the Public Services division and advocate for resources as part of the annual budgeting process.

Use independent judgment and initiative.

Ability to:

Train and supervise supervisory, professional, and clerical staff.

Plan and schedule the workflow of division staff.

Analyze problems and recommend practical solutions.

Use tact and courtesy with the public.

Perform library functions via the Integrated Library System and implement backup procedures when necessary.

Use good judgment in the daily supervision of services.

Express ideas effectively orally and in writing.

Meet deadlines and be service-oriented.

Work flexible hours, including nights and weekends.

Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Experience and Training Guidelines:

For positions with more than one level, all listed requirements at the lower levels are required at the higher levels. Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying. Knowledge, skills, and abilities may be obtained through:

Experience:

A minimum of two (2) years of experience in public library management is required.

A minimum of five (5) years of professional experience in a public library is preferred.

Education/Training:

Graduation from an ALA-accredited college or university with a Master's degree in library science or information science is required.

License or Certificate:

A valid Texas driver's license, or the ability to obtain one within ninety (90) days of employment, or a military waiver is required.
