EXTRA Salary Information:

The Target Pay Range typically considered for this position is $81,912 - $116,700 (Range of Consideration) annually. The Full Pay Range for this WMS Band is $66,936-$122,844 (Full band range) annually. Compensation decisions are determined using factors such as job-related skills, experience, and education or training. We will consider your individual qualifications, should we make you an offer of employment.

Job Highlights

The Worker's Compensation Accounting Manager position is located within the Department of Labor and Industries (L&I's) Financial Management Division and reports directly to the Chief Accounting Officer. The Financial Management Division's Financial Services Program is comprised of six specialized units that all contribute to maintaining the financial integrity of the agency.  Our work is directly tied to L&I's goals and the agency mission To Keep Washington Safe and Working.

In this role, you will lead, coach, mentor, and supervise the highest level of accounting staff.  You will use your attention to detail and technical skills to prepare annual financial reports using both Generally Accepted Accounting Principles (GAAP) and Statutory Accounting Principles (SAP) to ensure the agency is delivering the right information at the right time to the right people to be in compliance with applicable requirements.  You will interpret and implement policy and procedures required to sustain and report the fiscal integrity of the Workers' Compensation Program.

As the Workers' Compensation Accounting Manager you will be responsible for ensuring that agency executive management, actuaries, the Workers' Compensation Advisory Committee, independent actuarial reviewers, financial auditors, outside rating agencies, and the public have complete, accurate and credible Workers' Compensation Program financial and managerial accounting and financial reports, which include assets over $18 billion.  You will also ensure the integrity of information used for decision making regarding over $1.9 billion dollars in premiums annually.

Some of what you'll do:

  • Ensure compliance with all accounting and reporting requirements.

  • Interpret and implement policy, procedures, Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), Financial Accounting Standards Board (FAS, State Accounting and Statutory requirements required to sustain and report the fiscal integrity of the Workers' Compensation Program.

  • Create and maintain an accounting system that ensures accuracy of all Workers' Compensation Program account balances.

  • Model and improve business processes based on industry best practices.

  • Responsible for the final product of the Workers' Compensation Program Annual Comprehensive Financial Report as well as the quarterly and annual Industrial Insurance Fund Statutory Financial Reports.

  • Review and analyze financial data to ensure conformance with legal and accounting standards; make corrections as necessary.

  • Present financial information to the Finance Committee and/or Workers; Compensation Advisory Committee.

  • Lead accounting discussions on the workers' compensation fund financial information reports with the accountants from Financial Management, State Investment Board, OFM and financial auditors from the State Auditor's Office to help attain GAAP compliance.

  • Understand all grant financial requirements and supervise the accounting for all federal grants to ensure the agency is in compliance with them.

Required:

A total of eight years of fiscal experience and/or education.

Equivalent work experience may substitute for education on a year-to-year basis.  The required experience may have been obtained concurrently with education and job experience.

OR 

  • A Bachelor's degree in business administration, accounting, or a related field AND four (4) years of fiscal experience.

Also required:

  • Practical knowledge of theory, principles and practice of governmental accounting, generally accepted accounting principles, governmental accounting principles and accounting data systems.

  • Strong working knowledge of general ledger and accounting processes.

  • Experience analyzing, reconciling and reviewing financial information at a macro and micro level and summarizing the results.

Desired:

  • Bachelor's degree in accounting.

  • Experience preparing financial statements.
