The Performance Measurement Consultant exists within the Office of Strategy and Performance, a group of bright, friendly, and ambitious public servants dedicated to helping L&I; keep its promises. In this role you will use your strategic mind to establish an enterprise performance measurement system that aligns the department's strategies, operations and cultural values by providing oversight and leadership of services including:

Analyze opportunities and risks to agency readiness.
Research complex emerging methods to implement strategic goals across divisional and agency boundaries.
Provide strategic consultation for customer-focused performance measurement systems to executive and divisional leadership teams.
Lead multi-disciplinary teams to inventory, develop, and communicate key performance indicators.
Research best practices and industry standards to establish cutting-edge strategy and processes.
Enable the development of a strong enterprise performance measurement culture that encourages and utilizes standardized work, consistent governance, regular prioritization of strategies and projects, and a strong planning discipline.
Identify needs in leadership to accomplish our vision and prepare recommendations to address gaps.
Advise on the design of business structures, processes, and interventions to accomplish business goals and vision based on operational research at an enterprise level.
Consult with business areas to ensure integrity and relevance of measures and data.
Develop a communication strategy and communicate performance results.
Collaborate with agency leadership to actively develop, monitor, and adjust the agency's aspirational measures.
Assess agency readiness factors and barriers for enterprise wide projects.
Formulate engagement strategies and work with agency managers, key stakeholders, and project teams.
Work with business area leaders to identify enterprise-wide opportunities for improvement and establishing strategic processes to identify and remove barriers, achieving agency goals and outcomes.
You will measure your success by the level of influence you provide to agency leaders to ensure projects and deliverables achieve desired agency outcomes across divisional structures and Lines of Business.

We seek leaders who are passionate about helping organizations meet their potential. This requires excellent interpersonal communication and group facilitation skills, change management, ability to conduct detailed analyses, quantitative work, and strategic thinking to large-scale systems. Must be able to develop frameworks for communicating measurement and performance models to a wide range of people.
Here's what we are looking for:
Bachelor's degree in organization development, applied behavioral sciences, business administration, operations research, statistics or related field. Years of experience can be substituted for educational requirements
Four years of experience using analytical problem solving methods, program evaluation, process improvement methods, government performance measurement, business statistics, budget analysis, business planning, or strategic planning.
Experience in Lean or other process improvement methodology.
Demonstrated experience providing expert consulting to high level executives
Proven teamwork skills by successfully working in a team with varying perspectives and diverse priorities.
Skilled at organizing and summarizing information including the use of matrixes and templates.
Can use rigorous logic and methods to solve difficult problems with effective solutions and is excellent at objective analysis.
Demonstrated process management skills
