This position serves as the Development Operations (DevOps) IT engineer on the DevOps IT Team, and reports to the DevOps Team supervisor, who reports to the Application Infrastructure Support Team Manager. The incumbent in this position is responsible for facilitating and implementing development, enhancements, maintenance, administration, and operation of the Web Application Development (WADS) infrastructure. The DevOps team is responsible for infrastructure that is used by other professionals, analysts, and programmers to develop internet, intranet, and Microsoft Windows applications in support of the agency's Strategic goals.

This DevOps IT Engineer will work as part of a team to contribute to the agency's progress on its journey toward Agile and DevOps processes and procedures. This position serves as an administrator on L&I's Agile and DevOps path by providing support for existing development and production applications as well as application environments. This position also involves supporting and learning about DevOps and Continuous Integration and Continuous Delivery (Cl/CD) environments and processes, encompass a wide range of highly complex technologies within L&I.

The position provides support for application promotions and building and maintaining L&l's Product Pipeline, which is the Source Code Repository, Software Build, and Cl/CD environment for hundreds of internal and external developed business applications leveraging both on-premises Azure DevOps (ADO), Git, Azure DevOps, and the migration to cloud-based Azure DevOps Services.

This position assists with the planning, installation, automation, and management of the agency-wide client and web application development infrastructure, without which many complex mission critical web application systems would fail. Other professional IT teams depend on this position to provide technical guidance on a wide variety of complex client and web application development and web server methodologies, systems administration principles, concepts and practices gained through extensive experience in specialized IT domains. In addition, this position performs systems monitoring and troubleshooting of the agency's application development environment by using level analytical skills and knowledge gained from experience.

This position contributes specifically to the mission of L&I and the IT Division by providing IT-based products and services, used by all internal agency divisions, including but not limited to Claims Administration, Crime Victims, Division of Occupational Safety and Health (DOSH), Fraud, and Self-Insurance. This position facilitates the operation of client and web applications used by internal work units, L&I staff and contractors, as well as external L&I customers, injured workers, businesses, and other entities that conduct business with L&I, in all field offices and regions-statewide-every day.What you will be doing:

  • Install, Administer and Manage All Agency Application Development Environments, including:

  • Provide support for application code drops and deployments.

  • Troubleshooting Azure DevOps (ADO) Services issues

  • Create, administer, and troubleshoot ADO, DevOps and Azure components,

  • Administer and troubleshoot ADO projects

  • Perform technical troubleshooting for DevOps and Continuous Integration/Continuous Delivery (CI/CD) related issues, 

  • Administer and manage large, distributed, Internet, Intranet, and Extranet Microsoft .NET based application development environments

  • Create, manage, administer and maintain access to utility server file shares, web servers, and other resources as required.

  • Control and maintain security of applications and files through the use of AD groups

  • Plan, deploy, install, administer, maintain, and troubleshoot web application development web servers

  • Facilitate issue resolution

  • Design and implement automation where possible

  • Application Development ADO System Management and Administration, including:

  • Responsible for guidance to application and operations teams

  • Implement and maintain cloud-based and on-premises Azure and ADO systems

  • WADS Domain Active Directory (AD), DNS (Domain Name System), and Group Policy, including:

  • Perform Domain Administrative functions

  • Automate common tasks

  • Technical support for application developers, IT Unit support teams, and WaTech as needed, including:

  • Advise and provide consultative services to application development staff and contractors

  • Perform troubleshooting and problem resolution tasks

  • Contribute to discussions about agency application development processes and infrastructure

  • Facilitate training and demonstration of development tools

Required:

Bachelor's degree in computer science or a closely related Information Technology field and four years' of *qualifying IT professional experience working full-time in a professional IT workplace (see below).

OR

Associate in Arts degree in Computer Science or a closely related Information Technology field and six years' of *qualifying IT professional experience working full-time in a professional IT workplace (see below).

OR

Eight  years' of *qualifying IT professional experience working full-time in a professional IT workplace (see below).

NOTE: Qualifying IT professional experience includes but is not limited to systems administration, web application development, analyzing, designing, implementing, maintaining a windows based computing environment and experience as a Microsoft Windows system administrator and technician, (or providing the equivalent support services).

AND

  • At least two years' experience and/or knowledge with following standards and technologies:

  • Windows Server 2016/2019 and above

  • Windows 10 and above

  • CI/CD leveraging Azure DevOps

  • Azure DevOps best practices and methodologies

  • Working knowledge of the software development lifecycle (SDLC)

  • At least one year of experience and/or knowledge with following standards and technologies:

  • Development tools and languages such asHTML5, ASP.Net, Java, WCF, CPF

  • Network protocols and design

  • Source code control in Visual Studio/

  • At least one year of experience and/or knowledge with following standards and technologies:

  • DNS record creations/deletions

  • Microsoft IIS web server configuration/set-up

  • Active Directory design and maintenance

  • VMWare virtual environment configuration

  • PowerShell scripting

Preferred

  • Progressive experience with Microsoft Windows, code repositories, system and network administration, web application development, database and database connectivity, and resource connectivity technologies. Web services implementation and administration; server, workstation and application troubleshooting.

  • Progressive knowledge of, and familiarity with client and web application development tools and languages and the ability to support the lifecycle from inception to delivery, as well as interacting with the application development teams to effectively apply systems engineering perspectives and process to software development, and to apply and monitor software configuration management methodologies.

  • Progressive knowledge of, and familiarity with unit, regression, and functional testing methods; Visual Studio Team System. WebSphere Application Server (WAS}, and WAS Network Deployment, Micro-Services Architectures, SharePoint, Microsoft Office, and SCCM.

  • Familiarity with Information Services (IIS) 7.5 and newer, or other World Wide Web Consortium (W3C) web servers, Network policy design, Active Directory, Microsoft Structured Query Language (SQL) Server or other Relational Databases. Open Database Connectivity (ODBC) implementation such as SagaBroker, MSMQ, MQ, MQI, IBM Websphere MQ or other middleware. VMWare Server, ESX, VSohere, or any other hypervisor operating system. Source/object control methods and systems such as Visual SourceSafe, Visual Studio Team System, JavaScript, HTML, XML, Visual Studio 2015/2017/2019.
