Working in the Division of Administrative Services, you will support the agency's mission to Keep Washington Safe & Working, by providing high quality, timely, and transparent service to customers who request copies of agency records.

In this important role, you and your team members will work closely together, supporting each other in learning, following standard work, and implementing new ideas. You will communicate clearly, respectful, and routinely with internal and external customers. You will self-manage to meet all legal timelines and customer requests. You will apply your knowledge of the Public Disclosure Act by demonstrating efficiency in your work, and accurately responding to public record requests. You will manage multiple tasks and assignments.

Fast-forward 6 months you will:

  • Have in depth knowledge about L&I;'s divisions and business areas.

  • Have learned and applied the Public Records Act and how it applies to L&I; documents.

  • Self-managed your workload and consistently met deadlines.

  • Worked effectively and respectfully with all customers, internal and external.

Some of what you'll do:

  • Use critical thinking skills to analyze incoming public record requests.

  • Provide customers access to agency records in compliance with the Public Records Act.

  • Redact information that is exempt from disclosure using Acrobat Pro software tools.

  • Provide a thorough response to the requestor about the records being provided, withheld and/or redacted, or are confidential.

  • Review responsive records to make sure the agency is complying with the Public Records Act.

  • Successfully manage multiple assignments and tasks in a fast paced environment.

Who Should Apply
Professionals with a minimum 2 years' experience working in accordance with Public Records Act for public records disclosure in a governmental entity.

Ability to type at 40 wpm with accuracy (information regarding typing test is below).

You will responds to public disclosure requests and inquiries received from the general public, government offices, attorneys, medical facilities, businesses, and other entities. You will have the opportunity to provide consultation to managers and perform journey-level forms and/or records work such as analyzing requests and researching in applicable databases, records management problems, and rectifying system deficiencies. The Division of Health Systems Quality Assurance (HSQA) is responsible for oversight of Washington State's health care delivery system which includes licensing and regulating more than 380,000 health care professionals and 7,000 facilities. HSQA also works closely with communities and local health partners to build strong health systems and prevention programs across the state to help ensure communities have access to good health care and emergency medical services. The HSQA Office of Customer Service goals include: improved patient safety, increased public confidence in our ability to protect public health, thorough approaches to system improvements, clear lines of authority and accountability, increased span of control for supervisors, and seamless and efficient delivery of services. The Public Disclosure Unit requests typically involve disciplinary action against a health care practitioner or facility. This is a full-time permanent Forms and Records Analyst 2 (FRA 2) position. This requires the application of rules (RCW 42.56) and department policies, procedures, and guidelines. * Updates and maintains the tracking systems related to public disclosure requests and redaction processes. * Retains, archive, retrieve, and track files and records regulated by the Department of Health. One (1) or more years of experience using the following computer software: * Database software (such as MS Access) – to accurately input, log, track, record and maintain data and information. * MS Excel – to create, modify, print, and format spreadsheets, find and replace data, and work with basic formulas and functions; use templates, styles, AutoFormats, and multiple worksheets; create and manipulate large or complex spreadsheets, use complex mathematical formulas to calculate data, and link worksheets; import data from other sources, filter lists, and create and format charts and graphs. * MS Word – to create, format, edit, preview, print, and save documents; and, use standard functions to select, edit, copy, paste, format, and spell check text. * MS Outlook – to compose, send, and respond to electronic mail, and coordinate schedules and schedule meetings. Note: Prior to a new hire, a background check including criminal record history will be conducted. Desired Qualifications * An Associate's degree or higher; OR two (2) or more years (full-time equivalency) of successful completion of college-level coursework (quarter hours or semester equivalent). * Two (2) or more years of analytical experience reviewing documents and taking appropriate action based on an analysis of the information. * Two (2) or more years of experience resolving customer inquiries, problems, or complaints in a high production environment. * One (1) or more years of experience reading, reviewing and redacting documents within applicable public disclosure laws. * One (1) or more years of experience working within a Public Disclosure unit, OR working in a position where responding to public disclosure requests as an essential duty. A flexible work schedule will be considered at the incumbent's request, subject to supervisory approval. * Occasionally work in excess of 40 hours per week and/or to adjust normally scheduled hours, which may include evening and weekends, to meet program needs and critical deadlines. * Occasionally travel within Thurston County, as required, while performing the duties of the position. * Move or transport boxes of files weighing up to 30 pounds. * Use standard office furniture and equipment such as a computer, telephone, desk, fax machine, copier, filing cabinets, etc. * Cope with potentially stressful situations, hostile clients, and workload demands and ability to focus on the issue and not "personalizing" the situation.
