Capital Projects Engineering and Architectural Services (A/E) is responsible for helping L&I develop and manage all aspects of complex time-intensive and specialized process of planning and design, organizing, directing and monitoring of major capital design and construction projects from scoping and budget development through project completion and closeout. The focus of this position is to complete high quality construction projects working with DES Engineering and Architectural Services. The Capital Projects Director serves as L&I's project representative from the earliest stage of project inception through closeout to ensure the project is managed and executed effectively, and the finished product meets the agency's infrastructure facility needs.

This position reports directly to the Facilities Program Director for Administrative Services Division. The incumbent serves as the agency engineering and architectural services public works expert, acts as the owner's representative, and is responsible for helping L&I develop and manage all major design and construction projects with focus on delivering quality projects with experienced A/E design and construction teams with direct responsibility for managing scope, schedule and budget for major capital projects.

Some of what you will be doing:

  • In coordination with the Facilities Program Director, submit recommendations and provide executive management with necessary information to make critical capital projects and capital facilities and systems major maintenance decisions and investments.

  • Provide management oversight of the agency capital projects and major maintenance repairs projects.

  • Provide technical design and programming information for the proposed projects. Assists the A/E design team in developing a master or comprehensive schedule to include L&I business activities that may affect the schedule during the construction phase.

  • Provide review of standard contract documents for professional consultant services and approve fees and fee payment schedule.

  • Initiate and schedule pre-design meeting to introduce the L&I internal project team members as well as the prime consultant and sub-consultants.

  • Attend all project's scheduled design meetings to provide additional direction to the A/E design team and verify that the team is responding to the project requirements.

  • Ensure construction contractors/ design consultants comply with local governing codes, state statues, and L&I life and safety code as applied to new construction and major renovation/ modernization of existing building systems.

  • Conduct design reviews and facilitate reviews with members of the L&I project team and stakeholders.

  • In collaboration with the DES Project Manager, approve final design at the end of design stage.

  • Ensure that contractors, subcontractors and other construction participants clearly understand the project's design and requirement at every phase.

  • Prepare and present timely clear reports to agency project stakeholders regarding construction progress, milestones and other contingent activities.

  •  In coordination with the Facilities Program Director, monitors and manages the change order process for maximum effectiveness while minimizing delays and costs.

  • Monitor construction phases, anticipate issues and challenges, resolve issues early and keep the workflow.

  • Monitor all progress to ensure that all work is performed per contract and that all current expenses are paid in a timely manner.

  •  Coordinate the all stages of construction, including contractor's punch-list and similar tasks or other activities that will conclude, often in a very compressed time before the project is closed out.

  • Serves as the agencies Energy Star Portfolio Manager.

Required

  • A Bachelor's degree and five years' experience in architecture, engineering, construction management, project management or related field is required.

OR

  • Training and experience in architecture, engineering, construction management and project management equaling a total of nine years or more.

AND

  • Experience delivering public works projects, working with A/E consultants, general contractors and multiple trades subcontractors and technical service vendors.

Desired

  • Ability to read and work from construction drawings, plans and sketches. Certificate Program or Credential as a Certified Project manager and/or Construction Manager.

  • Credential as a LEED practitioner and/or Knowledge of LEED, and application of LEED principles in public projects.

  • Familiarity with CAD and scheduling software applications. Knowledge of OSHA and ADA requirements.

  • Knowledge of State and Local building codes and fire codes.

  • Interpersonal skills to work with other state agencies, executive management, supervisors, stakeholders and vendors.

  • Ability to work in a collaborative manner and build consensus regarding decisions.
