The Challenge and Opportunity
L&I;'s Business Transformation office (BTO) whose charge is to manage the agency's business transformation roadmap is looking for a Business Transformation Lead Program and Governance Manager. Business Transformation transforms the business processes and support technologies across all the divisions within the agency.

This newly created opportunity will assist the Business Transformation Office and lead the enterprise BT Workers' Compensation Replacement Project. This project is a complex enterprise wide project that will cross multiple biennium, and will cost more than $300 million dollars to implement. We are searching for an excellent leader with the ability to collaborate effectively across the agency. As the Business Transformation Governance Manager, you will directly affect the 3,000 employees of Labor & Industries and the 177,000 employers that L&I; serves and the 2.8 million workers in Washington and the service providers that L&I; does business with daily.

You will use your expert knowledge of governance, program management, and project management, to successfully implement a new Workers' Compensation system which directly impacts the agency's operations, delivery of service, security, legal liabilities, and radically improve the way we serve our customers. As the Lead Program and Governance Manager you will build strong partnerships and cohesive collaborative teams within complex, political environments.

L&I;'s Business Transformation Lead Program & Governance Manager responsibilities would include:

  • Manage resources, schedules and financials, issues, risks and project changes requests to ensure successful and on-time delivery of the Workers' Compensation Replacement Project.

  • Guide, oversee, and lead multiple agency-wide project teams, including contractor/vendor teams, on the Workers' compensation replacement project.

  • Act as program supervisor absent the BT Director, including attendance of meetings and decision making for Business Transformation.

  • Develop project governance framework which will include strategies and tactical plans for roles and responsibilities, decision making, stakeholder engagement, risk assessment, change management, and communication.

  • Work with Executive Leadership, Operational Leadership, Support Lines of Business programs, project team members, contractors, and project management office staff.

  • Negotiate and mediate differences within technology and development teams and business teams.

  • Coordinate management of multiple related projects/workstreams directed toward strategic business and other organizational objectives.

  • Define statements of work and specifications for the requested goods, services and/or products.

  • Provide status reporting regarding project milestones, deliverables, dependencies, risks and issues, communicating to execute leadership and external authorizing environments.

Here's what we're looking for:

  • Minimum of 10 years of Project Management experience implementing, leading, and managing multiple, complex and cross-functional projects with enterprise strategic impact, external political dependencies, complex requirements, and wide-ranging customers or industry impacts;

  • Experience in System Development Life Cycle Methodologies;

  • COTS implementation experience;

  • B.A. or B.S. degree preferred, or equivalent work/education experience;

  • Experience making critical decisions related to business technology needs;

  • Knowledge of the principles, practices, and disciplines of systems analysis and system application development to include planning, analysis, design, development, testing, training, implementation, and post implementation support;

  • Experience working with cross-functional managers and teams and deciding with broad agency impact. Experience managing contracts and vendors;

  • Experience building cohesive collaborative teams within complex, political environments.
