The City of Vacaville is accepting applications for the position ofLegal Services Manager inthe City Attorney's Office. Currently, one (1) vacancy exists but this recruitment will also establish an eligibility list to be used for any future vacancies over the next 12-month period.

SALARY RANGE

$107,403 - $130,549/Annually

This position may be eligible for a remote/hybrid work schedule dependent on department needs.

The Legal Services Manager oversees the administrative and legal support staff and operations of the City Attorney's Office. This role manages legal service processes and projects and coordinates with outside counsel, consultants, agencies and courts. The Legal Services Manager is responsible for ensuring efficient office operations and effective legal services delivery to City departments, City Council, and City Commissions. Duties within this role include, but are not limited to:

  • Develop and oversee policies and procedures and efficient workflows for litigation and claims served on the City, including City department and staff notification, preparing/reviewing correspondence and templates for legal documents, establishing calendaring systems and working closely with in-house attorneys, outside counsel, and the City's third-party claims administrator.

  • Manage and oversee "Legal Files," the City Attorney's Office's law office management software program, including establishing proper naming conventions, ensuring proper identification of files and documents and accurate data entry, calendaring relevant claims and litigation dates and deadlines.

  • Daily management of the "City Attorney General Mailbox" including reviewing and responding to email requests and distributing items to the appropriate office staff.

  • Oversee and manage the City Attorney's Office budget, review and approve/distribute invoices, reconcile invoices regularly and serve as contract manager for the office's service and supply contracts.

  • Direct involvement in recruiting and hiring administrative support staff including preparing or assisting with application information, reviewing submitted applications and participating on interview panels.

ABOUT YOU

Ideal Candidate

In addition to the minimum requirements, the ideal candidate for the position will:

  • Possess extensive law office management experience including office logistics, document control, budget management and workflow optimization;

  • Possess excellent skills and experience using computer software and proficient in navigating various digital platforms and technology;

  • Demonstrate the ability to develop and implement strategic plans, policies, and procedures to enhance the efficiency and effectiveness of law office operations;

  • Possess strong leadership and staff development skills, be capable of assigning tasks, evaluating performance, implementing workflow improvements and addressing performance issues effectively;

  • Possess expertise in managing legal projects and initiatives, ensuring adherence to timelines and budgetary constraints ;

  • Demonstrate excellent communication and interpersonal skills including experience in managing communications and coordinating with courts, outside agencies, legal counsel and City officials.

MINIMUM QUALIFICATIONS

EDUCATION AND EXPERIENCE

  • Any combination of education and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Education: A bachelor's degree with major coursework in paralegal studies, business or public administration or a closely related field.

Experience: Five (5) years of increasingly responsible work experience in a legal administrative role and managing an office in a legal or city attorney setting. One (1) year of experience in a supervisory capacity is desirable.

LICENSE OR CERTIFICATE

Possession of a valid California Class C Driver's License and a satisfactory driving record are conditions of initial and continued employment.

Possession of a Paralegal Certification from a program approved by the American Bar Association, or the equivalent, is desirable.

Possession of a California Notary Public certification is desirable.
