JOB DESCRIPTION AND POSITION REQUIREMENTS:
The Pennsylvania State University's Office of General Counsel seeks to hire Legal Counsel for the Applied Research Laboratory (ARL) at Penn State. ARL's purpose is to research and develop innovative solutions to challenging scientific, engineering, and technology problems in support of the Navy, the Department of Defense (DoD), and the Intelligence Community (IC).
Reporting to the Penn State Vice President and General Counsel, as well as the Executive Director of ARL, areas of responsibility include federal contracts, sub-contracts, procurement, national security, cyber security, labor and employment matters, dispute resolution, internal investigations, ethics, conflicts of interest, export control, litigation oversight, and day-to-day legal advice to ARL's Executive Director and ARL's senior management.
You will lead the ARL Office of Compliance team, providing oversight of the ARL DoD Compliance Program, ensuring alignment with Federal and State regulations and Penn State policies and procedures. You may also advise the University on a full range of issues, including legal matters associated with compliance and risk management, and act as a liaison between Penn State and government entities.
This opportunity will be filled as an Intermediate or Advanced Professional depending upon the successful candidate's competencies, education, and experience. Minimally requires a J.D. or L.L.B. from an ABA-accredited law school plus one year of related experience, or an equivalent combination of education and experience for the Intermediate level. Additional experience and/or education and competencies are required for higher-level opportunities.
Applicants must be admitted to the practice of law in the Commonwealth of Pennsylvania or be eligible for prompt admission. Other requirements include:
Legal experience with a proven track record of current, successful practice in the legal field
Ability to promote and develop strategic relationships
Demonstrated exceptional integrity and utmost professionalism in all aspects of work
Success in an environment where various forms of interpersonal, communication, and organizational skills were crucial to be effective
Strong interest in working in the Penn State Office of General Counsel
Strong interest in the work and mission of ARL
Preferred skills/experience areas include:
Prior experience with the Department of Defense
Proven track record in transactional and litigation matters
Success implementing and maintaining compliance programs
Current eligibility for access to classified information at the Secret level or higher and may be subject to a government background investigation to upgrade clearance eligibility, if required.
Your work location will be fully on-site, located in State College, PA. You will be subject to a government security investigation, and you must be a U.S. citizen to apply. Employment with the ARL will require successful completion of a pre-employment drug screen.
The salary range for this position, including all possible grades is:
$123,200.00 - $219,600.00
