WHO IS F&M CENTRAL?

F&M supports the administrative, financial, and managerial programs of the Office of Chief Counsel and provides advice to the Chief Counsel and Deputy Chief Counsel on all management matters for the organization nationwide. F&M also has field responsibility for all administrative functions and personnel across the country. WHAT DOES A LEGAL ASSISTANT (OA) DO? As a Legal Assistant (OA) you will perform a variety of clerical, technical, and administrative tasks while providing legal support to attorneys and paralegals. Practice areas may include general litigation, tax litigation, criminal tax, and advisory services.

The following are the duties of the Legal Assistant (OA) - Recent Graduate at the GS-07. If selected at a lower grade level, you will have the opportunity to learn to perform the duties of the position and will receive training to help you grow in the position.

  • Utilize basic office software such as Outlook (including eFax), Word, Excel, PowerPoint, Desktop Publishing, Access, SharePoint, and Adobe Acrobat to prepare legal documents and correspondence.

  • Prepare and assemble documents, including necessary transmittal forms and envelopes, in accepted office format pursuant to court rules for timely mailing, submission to courts and service of others as appropriate.

  • File Chief Counsel court pleadings and follows steps to document that they have been filed or logged with the appropriate recipient. Review outgoing correspondence and documents to ensure proper signature and conformance to style and format requirements and procedural instructions, and necessary attachments and enclosures.

  • Review mail related to the assigned functional area and input the appropriate tracking data into case management information system.

  • Receive visitors and phone calls. Ascertain nature of requests and directs callers to appropriate staff, or personally provides the information desired when routine or procedural matters of the office are involved.

WHAT IS THE PATHWAYS PROGRAM? The Department of the Treasury's Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Successful applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government.

Following the completion of program requirements, selectees may be considered for non-competitive conversion to a career-conditional or term appointment. All conversion requirements will be identified in the Participant Agreement. Program requirements include but are not limited to:

  • Successful completion of at least 1-year of continuous service;

  • Completion of at least 40 hours of interactive training;

  • Demonstration of successful job performance; and

  • Meet the qualification standards for the position to which the Recent Graduate may be converted.

Qualifications

To be eligible for the Recent Graduates Program, applicants must have, within the previous two years*, completed all educational requirements for a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution;

  • Veterans who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the two-year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining two-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond six years from the date of completion of all requirements of an academic course of study.

In order to qualify for the Legal Assistant (OA) - Recent Graduate position at the GS-04 level, you must meet the following requirements:

Education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

To qualify for the GS-04 level, you must meet the following requirements by the closing of this announcement:

A. Education- In the Recent Graduates Program you may qualify based solely on education as follows: Successfully completed two years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college, or university.

OR

B. Experience: You may qualify with one year of General Experience at a level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal service. General Experience for this position includes: Clerical duties such as answering phones, responding to emails, greeting clients,

gathering documents and creating documents using various computer software.

OR

C. You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

To qualify for the GS-05 level, you must meet the following requirements by the closing of this announcement:

A. Education- In the Recent Graduates Program you may qualify based solely on education as follows: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.

OR

B. Specialized Experience: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as: One year of specialized experience includes experience receiving visitors and phone calls; receiving, opening, time stamping, reviewing, and distributing incoming legal office mail and faxes; and preparing and assembling legal files and documents, correspondence, and other materials. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

OR

C. You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

Typing Requirement: This position requires a qualified typist. A qualified typist can type 40 words per minute based on a 5-minute sample with three or fewer errors.

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.   • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
