The role of the operations manager will report to the Legal and Compliance Americas Operations Officer in NY as well as Head of Baltimore Legal and Compliance.

Responsibilities of the office administrator include:

Site Governance and Reporting

Serve on the various Baltimore governance committees to document and advance their initiatives

Manage the overall communications schedule for the Baltimore office to ensure consistent and branded messaging

Support events planned by the Baltimore employee engagement committee.

Assist the head of the Baltimore office and COO with department performance reporting, metrics reporting and analysis

Execute initiatives to improve the reporting for the LCD Baltimore office

Maintain internal sites related to LCD Baltimore

Business Continuity Planning

Evaluate the quality of the inputs into the various Business Continuity plans

Assess the needs of the groups in the event of a business continuity situation including assessing when systems needs to up and running

Serve as the business continuity point person for the LCD Baltimore office including deployment of rapid notification systems.

Onboarding new hires and temporary workers

Obtain space and provide access to applicable systems and shared drives

Set up phones, and create new systems accounts and entitlements

Manage the consultant/temp population and ensure the security of information provided to consultants and temporary staff. Work closely LCD Business Unit Information security officer on preventing data loss.

Resource Management

Oversee any and all resource needs for Legal and Compliance Baltimore

Liaise with management to assess and project staff space needs and manage accuracy of directory data

Oversee space allocations to Legal and Compliance departments and teams

Manage relationship with Corporate Services on infrastructure issues including maintenance issues

Collaborate with Corporate Services and management on workplace evolution and other upgrades

Provide temporary office space to guests and contingent workers

Oversee the movement of property into and out of the Legal and Compliance division.

Manage relationship with Technology for office equipment.

Collaborate with the IT Service Manager to review or new technology or future deployments and equipment upgrades

Manage the deployment of any firm-wide initiatives focused on office efficiencies

Administrative Support

Provide administrative support to the head of the Baltimore office (i.e. telephone coverage, expense reporting, travel, booking conference rooms)

Excellent communication, writing, judgment, and problem-solving skills

Demonstrated ability to manage projects

Strong attention to detail as well as outstanding organizational, interpersonal and time management skills

Must be an enthusiastic and positive team player who is willing to help out and be a self-starter

Must be able to work in a fast-paced environment and handle multiple tasks concurrently

College Degree

3-5 Years of Experience

Highly proficient with Microsoft Office suite, specifically, Word, Excel, PowerPoint, as well as SharePoint and various internet and research tools.

Founded in 1793, BCHD is the oldest health department in the country, with nearly 1,000 employees and an annual budget of $150 million that aims to protect health, eliminate disparities, and ensure the well-being of every resident of Baltimore through education, advocacy, and direct service delivery. BCHD's wide-ranging responsibilities include maternal and child health, youth wellness, school health, aging services, animal control, restaurant inspections, violence prevention, emergency preparedness, STI/HIV treatment, and acute and chronic disease prevention. Reporting to the Deputy Commissioner for the Division of Aging and Care Services, the Senior Director of Client and Legal Services will serve as a member of the BCHD's leadership team, and will be responsible for providing leadership and direction for the Client Services offices, including Guardianship, Senior Care, Legal Services, Senior Assisted Living Group Home Subsidy and Senior Companion programs. The following examples illustrate the work performed in the position. The position may require some or all of these examples. This list is not inclusive and may require related duties not listed, if necessary, to accomplish the work of the agency. Essential functions include: * Develop, enhance and maintain effective strategic community partnerships that enhance the health and well-being of older residents in Baltimore City. * Set strategic objectives and goals for providing services to older individuals with social, economic need and those at risk for institutional placement including low-income, minority older individuals, individuals with limited English proficient and adults with disabilities. * Ensure compliance for all programs and fiscal requirements within the bureau of Client and Legal Services including, but not limited to, all applications for grants, foundation funding, and third party Medicaid billing for older adult services. * Provide direct supervision for a team that include: program managers, Senior Care, Subsidy Housing, senior companion, case managers and support staff. Duties include hire, disciplinary action, and recommendation for the termination of employment and/or contract agreement. * Oversee the State Guardianship Program for life management of individuals appointed as ward of the Area Agency on Aging. * Serve on the Agency's Incident Management Team, during emergencies. * Performs other related duties as assigned. Successful Candidates should have: * Excellent written and verbal communication skills; with proven ability and experience in developing and or interpreting materials on complex health and aging issues for varied audiences. * Strong knowledge and understanding of relevant local, state and federal policies that include regulatory laws within the Americans with Disabilities Act of 1990, compliance with the laws relative to the Older Americans Act (OOA) and the Code of Maryland Regulations (COMAR). * Ability to work effectively and collaboratively with members of city government, for-profit and non-profit organizations, community leaders, and constituents. * Keen understanding of constituent's issues, as it relates to older adults, care giving and adults with disabilities, with proven ability to coach staff on complex constituent requests and how to refer to appropriate programs and channels. Qualifications: * Juris Doctorate (preferred) * Master's Degree from an accredited college or university in Public Health, Gerontology, Social Work, Human Services, Public Policy, or related field(s). * At least five (5) years of progressive supervisory experience, in addition to experience managing grants and familiarity with Older American Act funded programs or an equivalent combination of education and experience. * Ability to read and interpret rules, regulations, and legal precedence. * Experience in working within governmental entity is preferred.
