Legal Analyst

As our Legal Analyst, you will perform moderately complex legal analysis to assist with the management of the rule writing process including writing rules; synthesizing information into effective and concise rules; providing legal guidance on rule language and impact; providing testimony related to rules in development; and assisting with planning the rule development strategy.

Major Responsibilities:

  • Assist with review of environmental reports, rules and plans

  • Draft and coordinate issuance of environmental regulations

  • Make recommendations concerning compliance and legal issues

  • Assist with analysis of impacts of new laws and rules

  • Correspond professionally and expeditiously with applicants, stakeholders and the public on environmental issues

Ideal candidate will possess:

  • Juris Doctor Degree (required)

  • Bachelor's degree or higher in law, environmental/chemical engineering, hydrology, environmental resource management, environmental sciences or related field

  • Requires 5 years' legal experience (Master's degree can substitute for 2 years of experience, Doctorate can substitute for 4 years of experience)

  • Knowledge of State and Federal environmental regulations, environmental sciences and research, AZ sources of pollution, best practices for preventing the release of pollutants, environmental research, investigation techniques and statistical analysis, Agency policies and processes

KNOWLEDGE, SKILLS, & ABILITIES Knowledge needed: * Knowledge of criminal prosecution procedures and protocol. * Understanding of the attorney/client relationship including the need for confidentiality and discretion. * Knowledge of technical legal terms. * Knowledge of the sequence of legal actions in prosecutions sufficient to answer detailed inquiries from judicial staff, law enforcement, counsel or the public with accuracy. * Substantial working knowledge of various computer programs. Skills needed: * Skill in oral and written communication. * Skill in composing correspondence and legal documents. * Grammar, punctuation, spelling, basic editing, formats of a wide variety of legal documents. * Skill in docketing and monitoring legal deadlines. * Skill in transcribing and word processing. Abilities needed: * Must be able to use tact and diplomacy in dealing with other agency employees and high-level public officials. * Ability to be self-initiated, pro-active problem solver with the ability to multi-task while maintaining attention to detail. * Ability to create word processing transcription from compact disk (CD). * Ability to prioritize and plan large scale projects and to be well organized and analytical. * Ability to use various types of equipment, computer and software. * Ability to understand the attorney/client relationship including the need for confidentiality and discretion. * Ability to form and maintain cordial working relationships with all level of staff and supervisors/AGO leadership. IDEAL CANDIDATE * Ideal Candidates will have a minimum of two or more years of experience as an Administrative Assistant, one or more years of experience as a Legal Secretary OR completion of post high school legal secretary training and criminal law experience preferred.
