Overview

Administratively responsible for oversight of the functioning of the Learning Management System (LMS) department in collaboration with the Director of Professional Practice and Education. In addition, responsible for scheduling of orientation, departmental scheduling and providing general administrative support to the Professional Development department. The Learning and Development Specialist position is a professional, team centered position responsible for the design, development, organization and implementation of online courses in the HebrewSeniorLife Learning Management System. Develops expert knowledge and understanding of the LMS. Responsible for collaborating with IT and vendors to ensure a smoothly functioning LMS. Must be able to develop databases and reports necessary to summarize department projects and outcomes. Acts as a computer technology resource, supporting the development and design of on line modules, as well as instructor led courses. Arranges the details of all instructor led programs to ensure smooth running of events. Creates and implements effective online courses, researches and evaluates emerging instructional technologies and tools, and models effective design practices. This position requires an individual to work with a high level of independence, and have strong project management, communication and collaboration skills, and passion for creating innovative educational solutions for all employees.

Under the direction of the Director of Professional Practice and Education, this position:

Develops and maintains a learning management system that will meet regulatory compliance needs and ensure data accuracy and integrity. Performs multiple administrative functions in support of the organization wide responsibilities of Professional Development including scheduling of orientation, department scheduling and general administrative support.

Responsibilities

Core Competencies:

  • Experienced with instructional technology and principles of staff training

  • Basic HTML and Flash programming skills

  • Proficiency in the use of Windows based PC system, a range of software packages, including Microsoft Word, Excel, Outlook and PowerPoint, Adobe Acrobat Professional and Adobe Captivate is required

  • Demonstrates strong project management skills.

  • Manages all educational programming data and develops databases to provide accurate reports

  • Attends conferences and webinars, reviews industry materials, collaborates with peers from other facilities and makes recommendations for updated technology and processes to optimize HSL learning activities

  • Prioritizes and manages multiple complex projects that are broad in scope.

  • Creates necessary processes and efficiencies to better handle workflow for departmental and intradepartmental work flow

  • Ability to ensure high administrative and service quality

  • Ability to define issues, interpret data and define options

  • Ability to provide problem solving and decision-making skills required for responding to LMS user issues

  • Strong ability to give clear direction and sequence information verbally so others can follow and understand

  • Strong ability to provide clarification and feedback

  • Ability to manage group dynamics and work styles across departments

  • Ability to provide technical guidance to HSL leaders who are interested in creating or recording learning activities in the LMS

  • Ability to write and speak effectively, clearly, concisely and professionally

Position Responsibilities:

  • Independent creation of infrastructure to support successful LMS implementation.

  • Leads the establishment, documentation and enforcement of registration, scheduling and cancellation policies and procedures

  • Assesses work processes involving LMS and other data systems, such as iVantage, and involvement of process improvement assistance as necessary to ensure lean processes and accuracy of data

  • Organizes and maintains an effective LMS naming convention process

  • Maintains data integrity rules and processes for the LMS such as course descriptions, course or class changes and instructors

  • Leads in the development and administration of an organized system of project/ course documentation and instructor course materials in LMS and computer back up filing to provide reference files for educational activities as needed across HSL and ensure staff training documentation is accurate and complete

  • Collaborates with subject matter experts to create, develop, design and assign learning content to user groups to meet target audience education needs

  • Creates and manages user structures including the creation of user groups

  • Sets and maintains security roles and access levels

  • Creates/publishes/archives online/instructor led courses, assigns training curricula, adds/deletes resources, monitors accounts, manages levels of LMS access, and maintains system parameters

  • Creates engaging learning activities and supporting material/media such as audio features, video, simulations, role play, games to engage learners and enhance understanding and knowledge retention

  • Edits learning content for optimal reading comprehension and modifies for reading level as indicated by department managers

  • Responds to the Quality department need for educational programming, assigning and student grouping related to regulatory requirements and develop reports for Quality, DPH, CARF, and CMS to reflect regulatory compliance

  • Supports HSL managers, directors and other leaders regarding manager level use of LMS features

  • Responds to and tracks escalated user problems and inform the user of the status; logs all client problems and solutions, in collaboration with IT.

  • Member IT Best Practices and LMS Content Committees

  • Acts as internal consultant by analyzing data and recommending solutions to utilize LMS to deliver, track training and measure performance to meet organizational objectives

  • Researches and resolves LMS functionality issues

  • Identifies and communicates LMS system/business requirements to vendor

  • Manages LMS functions which include monitoring course content, course approvals and evaluation processes ensuring processes are completed within given timeframes

  • Generates, analyzes, and distributes data reports to the LMS IT Best Practices committee and LMS content committee and other HSL staff as needed

Required Qualifications

Qualifications:

  • Must have a BS or BA degree; in computer science preferred

  • Must be proficient with computers.

  • Must have experience in database development and data management.

  • Must be able to prioritize and handle multiple requests

  • Must speak and write English fluently

  • Experience with online learning management systems and e-learning, course authoring software is preferred

  • Experience with staff training program or learning management administration, process improvement, project management, working in a non-profit setting, and/or the health care industry is also preferred
