The new Department for People Operations, Success, and Opportunity consolidates three previously independent offices formerly known as the Department of Human Resources, the Office for Equity and Diversity, and the Office of Divisional Personnel and Financial Administration into one new unit to reimagine and redesign the university's people services and strategies. Central to ECU's strategic priority for workforce and building a culture of care, belonging, and opportunity for all campus constituencies, the new Department provides leadership to the university's innovative and dynamic efforts to recruit, retain, develop, and support a diverse and thriving workforce and foster an equal opportunity learning and working environment.

The staff works to support the mission of the University with an overarching commitment to delivering outstanding customer service. The new Department for People Operations, Success, and Opportunity will play a crucial role in coordinating institutional compliance and implementing compliant processes and practices.

Job Duties

Reporting to the Director of Learning and Organizational Development this position will have responsibility for needs assessment, design, planning, coordination, facilitation, and evaluation of employee and organizational development programs at East Carolina University. The Learning & Organizational Development Consultant will be responsible for a wide range of duties including but not limited to the development, facilitation and management of training and professional development programs, consulting with individuals and departments to identify, design, and deliver department-specific training, providing customer support for the Cornerstone Learning Management System, planning and facilitating new employee orientation, along with other related duties.

This position will be able to effectively communicate training objectives and agendas with other units across campus, and effectively collaborate with those units as well as various state agencies. The position will also play a major role in the management of our learning management system with regard to developing, designing, uploading, troubleshooting, scheduling, and marketing professional development and wellness sessions. Along with these duties the position will be responsible for supporting other personnel leading employee recognition programs including State Service Awards and the University's Treasured Pirate Awards. This position requires a high degree of independence as it relates to delivery and initiative.

Duties:

30% Program Management/Facilitation

Responsible for administration of learning and organizational development programming and disseminates information to the University community regarding available programs. Responsibilities for the scheduling and facilitation of programs and training sessions and development workshops includes securing presenters, coordinating their schedules to ensure lack of scheduling conflicts, scheduling and securing classroom space and equipment and preparing materials as needed.

Partners with stakeholders and SMEs to plan, schedule, and deliver instructor-led development opportunities. Develops and delivers marketing communications using creative tools and media to increase engagement in L&OD offerings and programs ensuring training sessions are properly advertised as needed and ensuring that. Ensures that the courses are loaded into the Cornerstone Learning Management System and the training calendar promptly and tracks participation and attendance details.

Develops, maintains, and updates needs assessments and training evaluations, and recommends changes for improvement based on evaluation and ad hoc feedback from participants. Is the primary L&OD resource concerning training design, preparation, and implementation.

20% Technology

Possesses considerable knowledge of technology enhancements in training and acts the primary resource to the unit and POSO Success with regards to including these enhancements in training program design. Assists others throughout the University as it relates to university-wide training initiatives and University-specific applications such as the Cornerstone Learning Management System.

Acts as the initial point of contact for all customer and technical support requests for the Cornerstone LMS. Oversees larger scale, more complex Learning Management System projects as university need necessitates. Maintains and expands knowledge of various training platforms such as instructor-led training, online training, and hybrid training platforms including Microsoft Teams, Cisco WebEx, and other online/hybrid systems as needed.

30% Consultation

Consults with departments to determine departmental training and organizational development needs. Develops strategic development opportunities for departments based on recognized needs.

These development opportunities may include but are not limited to the design and delivery of custom needs-based training sessions, suggestions of business process improvements and planning and/or collaboration with other POSO Success units or University subject matter experts to provide additional development opportunities or consultation (i.e. POSO Success Employee Relations, POSO Opportunity, etc.). The Learning & Organizational Development Consultant will also participate in strategic planning for the L&OD unit in alignment with the University's strategic plan.

10% Orientation

Responsible for planning and facilitation of new employee orientation. Serves as a facilitator and may be required to present information from other departments as necessary.

Responsible for communication with new hires, employment staff, campus partners, and presenters to coordinate schedules and ensure that new employee information is available. Responsible for ensuring new hire paperwork is completed appropriately and in and timely manner and the proper processing and distribution of this paperwork upon completion. Requires considerable knowledge of the University and its processes to appropriately address questions that may arise during orientation.

Leads the continual assessment and improvement of New Employee Orientation. Provides oversight to Graduate Assistant and/or other student positions in the delegation and completion of these duties as well.

5% Compliance

Ensures that organizational development program content complies with established rules and regulations, laws, etc. As these changes or any noncompliance is identified, coordinates appropriate revisions with the presenter, and implements appropriate changes, etc., as appropriate. Advises the Director of Learning & Organization Development and other POSO Success leaders as needed of any compliance deficiencies for clarification/discussion/revision.

5% Other

Performs other duties as assigned. May serve on various university committees, research and analyze data/resources, and create reports from findings.

May represent ECU/POSO Success at local, regional, or national conferences. May serve on UNC-System L&OD committees/working groups. May assist with Employee Recognition programs, POSO Success marketing materials design and delivery, and other POSO Success department technology questions/concerns.

This position may be eligible for Flexible Work Arrangements (FWA) under the East Carolina University (ECU) FWA Policy.

In accordance with the ECU FWA Policy, this position requires you to live within a reasonable commuting distance of ECU.

Minimum Education/Experience

Bachelor's degree and two years of progressively responsible professional human resources management experience; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

License or Certification Required by Statute or Regulation

Preferred Experience, Skills, Training/Education

Experience in training assessment and design preferred. Experience with Learning Management systems (LMS), preferably in the Cornerstone Learning Module.

Proficiency with online learning and design software (Captivate, Articulate, Adobe Creative Cloud products, Panopto, etc.). High degree of proficiency in the use of Microsoft Teams and/or Cisco WebEx for hosting and conducting learning sessions via audio and video. Demonstratable experience with hybrid learning environments.
